Eligibility criteria

Description of task

Under the overall supervision of the UNFPA County Representative, working closely with the Programme team leads, the incumbent will be responsible for helping enhance the information flow and visibility of UNFPA assistance while highlighting sexual and reproductive health, gender and gender-based violence. More specifically, the incumbent will place UNFPA stories in digital and print media, support national efforts and local communication campaigns, and advise the UNFPA Representative on available opportunities to strengthen UNFPA’s partnerships and communication efforts including through media presence.

Duties and responsibilities:

  • Lead implementation of CO Advocacy and Communications strategy based on the corporate and country office priorities taking into account the CO communications capacities. This would include:
    • Ensure 2020 AWPS including all donor-funded AWPS have appropriate comms budget and activities;
    • Consolidate comms requirements into TORs for outsourced items such as videos comms material etc.;
    • Updating and rolling out key messages and planning for 2020 communication materials that are audience-specific. Professional communication inputs to emerging events throughout the year to maximise the impact of UNFPA programmes and further partnerships with government counterparts as well as media for joint advocacy;
    • Follow up on ICPD @ 25 and Nairobi Summit actions;
    • Plan and implement public information campaigns on UNFPA and joint UN activities, particularly concerning the achievement of ICPD and SDGs;
    • Guide implementation of public events such as the commemoration of international days launching flagship initiatives and publications;
    • Implement plans for comms work with Sinouk, BFL, and CRI, and the continuation of the “Me, My Body, My Planet, My Future” Campaign.

  • Provide public information support to the Country Office and engage with electronic and print media sources
  • Identify UNFPA stories of interest relevant to UNFPA’S work in-country and proactively pitch them to national, regional and global press corps and/or find ways to connect to these stories;
  • Provide timely and field-driven content, such as print and video stories, for UNFPA’s regional and global websites and Voices;
  • Provide UNFPA’s regional and country social media platforms with relevant updates and work closely with the Headquarters social media teams to integrate the humanitarian response into UNFPA’s social media outreach. Draft press releases, fact sheets and other rapid response information materials for use by UNFPA Headquarters and Regional and Country Offices;
  • Assist in UNFPA advocacy activities, including providing support to public events, coordinating visits of senior UN officials, including field visits, and participating in other UN/UNFPA advocacy initiatives;
  • Assist the UNFPA Representative in preparing written materials, including talking points, articles, press releases, responses to coverage about UNFPA in the media, etc.;
  • Establish close working relationships with the United National Country Team communication officers to identify communication synergies and ‘one UN’ opportunities;
  • Cultivate and maintain effective working relationships with local, regional and global media and other relevant partners and identify opportunities for advocacy and communication partnerships.

  • Support the Representative in partnerships management and expansion
    • Use and suggested expansion to the pipeline of resource mobilisation proposals, including for in-kind contributions;
    • Support the work on Partnerships expansion including the Private Sector, Global Shapers, CRI, Sinouk, BFL, etc.

  • Capacity Development
  • Provide coaching to communications staff and programme teams as appropriate;
  • Coach and build communications capacity of staff members to effectively communicate the impact and value of UNFPA works and results;
  • UN System and other good practices for communicating effectively on country programme goals and results;
  • On how to avail UNFPA-produced research, surveys, assessments, notes to file, field-visit reports and other such internal information sources to identify, capture and make optimal communications capital/material of these for advocacy, media, the UN system and UNFPA partners;
  • Mechanism/process for quality control of UNFPA supported material for IEC and community awareness activities vis a vis target audiences to support programme delivery;

  • Perform any other duties as required by the Representative and/or Head of Office, Regional and Sub-regional Offices and Headquarters.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
  • Advanced higher degree (Master’s or equivalent) in communications, public relations, journalism, advertising or a related area;
  • Fluency in English AND Laotian is required.
Required experience: 60 Months Experience remark:
  • At least 5 years of professional work experience in public relations, journalism, or advertising; experience in public relations or information campaigns is an asset;
  • Experience in or familiarity with a humanitarian setting a significant asset.
Language skills:
