Background
The Medical Expert will be working in the Occupational Health Unit (OHU) and will report directly to the Director of the Division of Management Services within Registry. The main functions of the OHU are related to staff welfare and, as such, need to be implemented in close cooperation with the Human Resources Section (HRS), to ensure coordination of advices and services, in the best interest of both the organization and its staff. 


The core elements of OHU’s activities are:

  • Organization of health services: promotion and maintenance of workplace policies and programs that ensure the physical, mental and emotional well-being of staff, with particular focus on prevention of work-related injuries and diseases as well as protection and promotion of the health of staff. This element of the Unit’s work includes support to field offices and missions away from the Court.
  • The Unit is responsible for implementing continual improvement processes: analyzing, mapping and evaluating health related risks to propose appropriate remedial actions to senior management fitting the needs of both staff and the organization.


To reach these objectives, the OHU provides the following services: 

  • Emergency in HQ and in the field for staff members either travelling on duty or for staff deployed to Country Offices;
  • Health program focusing on detection and prevention of medical issues directly related to the workplace including ergonomics and disability assessment;
  • Health risk assessments, analysis and reporting;
  • Certification of sick leave in close coordination with the HR Section and related Section Chiefs; 
  • Guidance to access the local medical system and on matters of maternity leave;
  • Travel briefings (pre and post travel), including briefing and travel clearance and coordination of field paramedics and medevac and vaccination programs;
  • Provides advice and support to field offices on occupational health matters;
  • Liaison with medical insurance provider.


Scope of Services / Terms of reference

The Court is seeking to create a roster of Medical Experts, on a consultancy basis, who can provide selected medical services on a need basis.  The services will include:

  • A full time medical cover 24/7 for the period included (also out of office service);
  • It includes medical professional indemnity cover;
  • Any administrative services linked to medical consulting, e.g. obtaining/sending medical reports, communicating with medical service providers – colleagues or medical insurance companies;
  • Ad hoc consulting on ICC patients in the field (mainly but not exclusively Africa) throughout the contract period at no additional cost.


Essential Qualifications

Education
Doctorate (MD) or equivalent degree in Medicine, preferably with a postgraduate qualification in internal travel medicine, and/or emergency medicine, and/or occupational health.
Additional qualification in public health is highly desirable.
Required Certification: Medical qualification must meet the requirements of the Dutch Ministry of Health, Welfare and Sport for registration in the Dutch Healthcare Professionals (BIG) Register.
Relevant up to date courses in tropical/travel/remote medicine are desirable.


Experience
Substantial relevant years of clinical experience in the medical field, preferably in an international environment;
Demonstrated knowledge of and hands on experience in clinical medicine.

The consultant is required to possess also knowledge and experience in:

  • Travel/remote health, including preventive and acute intervention; 
  • Emergency medicine – run MEDEVACS;
  • Health risks and health care infrastructure in developing countries;
  • Excellent interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Work within the field of travel/remote medicine and the psycho-social aspects of it. 


Important Note:
Candidates for this consultancy must be in a possession of valid third party liability insurance.


Languages
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset. Knowledge of Dutch would be an asset.
