WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review. 

Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are:

  • To provide employment equitably for women and men in the most vulnerable households; and
  • To use safety nets to ensure access to assistance that meets basic needs, including for food security.
ORGANIZATIONAL CONTEXT

 

This position is based in the Djibouti Country Office and reports to the Head of the VAM and Monitoring and Evaluation unit. At this level, the job holder is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis.

JOB PURPOSE

 

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

 

1. Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.

2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.

3. Collect and summarize assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports to support programme reviews and informative decision making.

4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.

5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

6. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.

7. Support communication and activities with local partners, agencies, NGO's and government institutions.

8. Facilitate the adoption of appropriate latest digital tools for the data collection, analysis and visualization.

9. Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

 

  • Ability to write clear and concise reports
  • Excellent written and verbal communication skills in English and French
  • Ability to work to tight deadlines and handle multiple activities.
  • Familiar with monitoring and result based management.
  • Understanding and good working knowledge of database management system.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

 

  • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).

STANDARD MINIMUM QUALIFICATIONS

 

Education : Advanced University degree in Programing, monitoring, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of relevant work experience and/or trainings/courses.
Language : Fluency in both oral and written communication in French language and intermediate (level B) level in English. Knowledge in local language is required.

Experience : At least 5 years of experience is desirable.
