SENIOR PROGRAMME MANAGEMENT OFFICER
Org. Setting and Reporting
The position is located in the Office of the Secretary-General of the United Nations Conference on Trade and Development (UNCTAD), Geneva.Responsibilities
Under the overall supervision of the Secretary-General of UNCTAD, and reporting to the Chief of Staff, the incumbent will be responsible for the following duties:
- Conceptualizes creative, innovative ideas and future trends that create an asset to UNCTAD; develops new initiatives, assesses opportunities and directs these into sustainable development projects and programmes; oversees the generation of a positive image of such projects and programmes;
- Manages an effective team that implements, through a proactive, integrated approach projects that lead the way of new thoughts of the organization;
- Supports the Chief of Staff of the Office of the Secretary-General where required;
- Plans and allocates work assignments in the team; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs;
- Seeks opportunities for integrating into or linking innovative projects to UNCTAD activities and advises on undertakings towards future growth of the organization within the scope of its mandate;
- Coordinates with substantive Divisions, fosters productive dialogue and cooperation in innovative projects and programmes; devises strategies and approaches and ensures that the organization works in an integrated, consistent and coherent manner on all matters related to new, innovative projects;
- Conducts sensitive political liaison work; handles communications and creates and maintains a network of high level contacts with international organizations, governments, business, civil society, academics and other; paves the way for new partnerships; handles problematic situations when required;
- Develops or oversees development of coherent messaging and high profile partnerships and advocacy campaigns for use by the Secretary-General across all channels and ensure their link to a large audience, including on the identity of new projects and products; monitors good understanding of messages by target audience; Ensures close cooperation with the Communications, Information and Outreach within UNCTAD;
- Provides technical and policy advice in relation to innovative projects and other where requested; represents the organization in important meetings, conferences, events, etc.;

Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.
Out of these, a minimum of seven years in handling communications and management of public relations in an international organization or governmental setting is desirable.
Experience working with intergovernmental bodies, including in relation to trade or development is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.Assessment
