1.BACKGROUND / RATIONALE
 
The UNICEF Office for Andhra Pradesh (AP), Telangana and Karnataka is working in partnership with the three state governments for the cause of the children and women. In order to achieve its objective, UNICEF also fosters partnerships with other stakeholders, including civil society organizations and media.
 
A&C in particular works closely with the state legislature, media and other partners, and its support is vital to all programme campaigns and events of RCH, CDN, WASH, Education and Child Protection. A&C also has a substantial role in the BMGF-funded adolescent project in Telangana and the IKEA-funded campaign on adolescents in Andhra Pradesh.
 
As the Hyderabad field office spans three states and A&C supports all programme sectors, there are multiple state events and campaigns, program documentation and media engagement on continuous basis throughout the year. Also, there is a need to keep track of media by daily media monitoring and periodic media analysis to inform the state media strategy
 
2.PURPOSE OF ASSIGNMENT
 
The purpose of this assignment is to support UNICEF Hyderabad field office’s A&C strategy across the three states. The Media Consultant will support media monitoring, key state events and campaigns, program documentation and facilitate media engagement as and when required, across the three HFO states.
 
3.         PROGRAMME AREA AND SPECIFIC PROJECT AREA

4.         OBJECTIVE/S
The basic objective is to provide technical support to key state events and campaigns, program documentation and facilitate media engagement as and when required.
 
5.         MAJOR TASKS TO BE ACCOMPLISHED
  1. Support the organization of UNICEF events/workshops/sessions with government, media, civil society partners, children and influencers in line with the office annual plan.
  2. Support the planning, organization and execution of thematic campaigns, in line with office annual plan.
  3. Generate story ideas/content pieces and coordinate the documentation of programme interventions, working with national/international individuals/agencies.
  4. Support UNICEF’s social media engagement, by coordinating and developing digital content and posts.
  5. Daily tracking of relevant news stories in state media, submitting a news analysis on monthly basis and an annual news analysis yearly.
  6. Maintain and update the UNICEF database of journalists for three states.

  • Photo and video documentation executed as per plan and final products issued, as per plan.
  • Content pieces for atleast 10 programme events/interventions developed and disseminated via print, web and digital platforms, as per media calendar.
  • Daily media tracking with summary of key news stories (365).
  • Monthly media analysis report (12).
  • Annual media analysis report (1).
  • Database of media personnel (both print and electronic media) updated on a quarterly basis.

7.         DUTY STATION
The consultant shall be based at Hyderabad, with need based travel across 3 HFO states (Telangana, Andhra Pradesh and Karnataka).
 
8.         SUPERVISOR
 
The consultant will be supervised by the CAP Specialist, UNICEF. Incumbent will also coordinate with HFO sector leads on specific sectoral assignments.
 
9.         OFFICIAL TRAVEL INVOLVED (ITINERARY AND DURATION)
Intervention areas in AP, Telangana and Karnataka – estimated 3 days per month
 
10.        ESTIMATED DURATION OF CONTRACT (PART TIME / FULL TIME)
January to December 2020 for a period of 11.5 months.
 
11.        QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS
REQUIRED FOR THE ASSIGNMENT (Please use as applicable)
  • Advanced University degree or diploma in Social Science/Development Communication/Mass Communication/Management or related field.
  • A minimum of 5 years of relevant experience in communication field, managing large events, media handling, documentation/reportage/report writing, especially on development related issues.
  • A good understanding of development issues with particular reference to child rights’ issues is highly desirable.
  • Skilled in organizing large scale events/campaigns, media workshops, press conferences.
  • Experience and a high level of competency in using Windows based programs.
  • Excellent interpersonal, communications and negotiation skills.
  • Fluency in English essential and knowledge of Telugu and Kannada desirable.
  • Ability to travel within state and outside, as required.

Payment will be linked to deliverables as outlines in the attached financial template. For contractors’ payment will be made against a monthly report.
