Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.


The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections\: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.


The mission of the Programme and Strategy Coordination Section (PSCS) is to ensure the effective development and coordinated implementation of Major Programme 3 (MP3) and to provide for a common strategic approach to cross cutting areas such as capacity building.


Main Purpose

Under the general supervision of the Section Head/Programme Coordinator and senior professionals in NSOC, the Coordination Officer provides support and liaison coordination and implementation of MP3. The Coordination Officer assists in research and analysis, review and clearance of various reports.


Role

The Coordination Officer is\: 1) an analyst, providing background information through research on relevant issues and interaction with counterparts in-house as well as in Member States' diplomatic corps; 2) a liaison between internal experts and senior managers and Member States; 3) a team member, assisting the Section Head/Programme Coordinator and senior professionals in NSOC with support work for decision-making and in-house coordination; and 4) a programme officer, supporting projects extrabudgetary programme in the management of the funds, expediting and coordinating of project implementation, assessing progress and reporting on the achievement of project results.


Functions / Key Results Expected

  • Is responsible for the strengthening of the coordination and support function with regard to effective development and implementation of nuclear safety activities and cross cutting areas within the department.
  • Ensures smooth coordination of activities for Nuclear Safety initiatives resulting from Fukushima report, Vienna Declaration and other activities across the Division and monitors the implementation of the priorities.
  • Conducts the project management and liaises with technical officers across the division on development of the annual reports and other nuclear safety reports including BOG reports as well.
  • Monitors implementation of internal and external audit reports and works with various units on actions of audit recommendations for follow-up.
  • Prepare project plans and tracking tools and provides input on the workplans and monitors performance of workplan objectives supporting the Section head to maintain targets within the Division.
  • Supports the development of internal policy documents and drafts policy briefs, briefing notes, advocacy materials and budget proposals, providing input and making suggested revisions.
  • Provides input to improve process linked to developing policy.
  • Acts as a main project officer coordinating activities across various Divisions within the Department and gathers technical information for presentations and policy development.
  • Manages the coordination of projects across the Department.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in business administration, international relations, political science or a related field.

Minimum of five years of related experience, including coordination experience, in an international environment.

Excellent oral and written command of English and Spanish. Knowledge of other official IAEA languages (Arabic, Chinese, French and/or Russian) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $60962 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 25665, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
