Job Description

BACKGROUND TO IRC

Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives.

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan.IRC’s recent and current programs in Jordan focus on interventions that address Gender Based Violence, specifically violence against Syrian and Jordanian women and girls.

Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees is focused on supporting the health sector through two reproductive health clinics and 3 Women Centers in Ramtha, Mafraq and Irbid.In Zaatari, the IRC is taking up responsibilities as the lead GBV implementing partner providing GBV prevention and response services through 4 Women Centers.

In Northern Jordan IRC provides reproductive health and primary health care, including clinical care for sexual assault survivors (CCSAS) and counselling services, specialized case management and mental health services, as well as cash assistance to mitigate risks to GBV and exploitation.IRC also provides trainings for community members on GBV and access to services and provides specialized trainings and mentoring for service providers in case management and clinical care of sexual assault survivors.

SCOPE OF WORK

As part of IRC’s Women’s Protection and Empowerment Program, the Senior Response officer will be responsible to oversee the quality of response services for GBV survivors, including Case management and Psychosocial support services in 1 RH clinic and 1 Women center in Azraq. The main role of the Senior Response officer is to provide ongoing supervision to counsellors and ensure they provide timely, compassionate and confidential care for GBV survivors as well as vulnerable women and girls. She/He provides technical guidance for case management and psychosocial support; ensure coordination amongst partners and regular update of the referral pathway. She/He feedbacks regularly to the WPE Deputy Program Manager and the WPE Program Manager, identify successes, challenges and proposes solutions for improvement of quality responses services. The Senior Response officer will supervise 2 Social workers and 2 Psychologists.

SPECIFIC DUTIES AND RESPONSIBILITIES

Control quality

  • Ensure that all counselors under his/her responsibility treat survivors and clients with respect, dignity and compassion, always maintaining confidentiality.
  • Ensure that all counselors understand and practice the survivor centered approach
  • In collaboration with the WPE program manager, ensure that all counselors knows, understand and follow GBV best practices and standards including GBV SOPs, case management and psychosocial standards

Technical supervision and support

  • Provide individual supervision meeting to each supervised staff on a bi-weekly basis and share feedbacks and recommendations with the DPM and the PM
  • Organize weekly cases conferences on a weekly basis and share feedbacks and recommendations with the DPM and the PM
  • Use the supervision tool, including quality criteria checklists and follow up
  • With the support of the WPE PM, is available during the day to respond to any crisis situations and high-risk cases that require his/her additional support (complex cases, clients with suicidal thoughts/plan, clients that needs to be referred to FPD, ).

Documentation and reporting

  • Review all cases files on a monthly basis, and ensure that all forms are completed and filed accurately
  • In collaboration with the WPE PM, provides technical support in the use of the GBVIMS forms and incident recorder
  • Ensure that all staff prepares weeklyand monthly data and narrative reports
  • Collect and send compiled weekly and monthly data and narrative reports

Internal and external coordination

  • Meets on a regular basis with other services providers and ensure quality, open and smooth coordination with partners
  • Ensure that all IRC and partners knows, understand and make use of the referral pathway
  • Attend coordination meeting if needed

Other

  • Prepare and sign all supervised staff timesheets
  • Prepare purchase requests as needed for program.
  • Maintain program files
  • Attend trainings and assist in organizing trainings as required.
  • Any other task designated by the WPE Deputy Program Manager and the WPE Program Manager.

Qualifications

Mandatory

  • Approximately 3- 6experience in the field of Social work, Psychosocial support and GBV response
  • Direct working experiences with GBV survivors
  • Strong understanding of GBV best practices and standards
  • Experience in case management and / or psychosocial support
  • Experience in supervising staff
  • Experience working with vulnerable women, children including refugees preferred
  • University Degree in social work, psychology or related field
  • Demonstrated experience with capacity building and training
  • Good interpersonal and team building skills
  • Strong negotiation skills essential with experience in conflict resolution desirable
  • Experience working with other NGOs and local partners
  • Excellent written and verbal communication skills
  • Strong liaison and diplomatic skills
  • Computer skills, in particular email, Microsoft Word and Excel
  • Fluency in Arabic and English preferred

Working Environment:

This position will be based out of the Women’s and Girls’ Centers in Azraqbut is expected to provide services in communities as part of IRC outreach work.
