Job Description

Background/IRC Summary:

The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs. IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The health activities will be focused on supporting essential primary health care. The reproductive health activities will specifically target women and girls.

Major Responsibilities:

Under the supervision of Senior Medical team leader, the Emergency and Referral Doctor is responsible for:

·follow up on all referral arriving to private and public health clinics, receive tentative detailed invoices or medical report, discuss with the Medical Team Leader (MTL) and the Senior Medical Team Leader (SMTL) the invoices before giving approval to the clinic to go ahead as per medical report or invoices.

·Prepare weekly report of all cases admitted and share with the SMTL.

·Fill in information and complete the referral tracker and keep it up to date.

·Collect all relevant referral forms, invoices and patient tracker for the referral clinic create the referral list and the PRFs and submit to the SMTL, for review and approval for processing payments.

·And attend to all patients before discharge from the clinic. In addition to:

·In case of emergency cases, the emergency and referral doctor will liaise with the ambulance service, MTL and arrange for the medical team to provide needed stabilization to the patient prior to transportation.

·Depending on severity of the case, joining the cases whenever needed, nurse could be requested to accompany the patient to the referral structure.

·Inform patient about the gratuity of the service he is going to get, that he needs to hand the referral form to the reception of the referral facility and obtain the referral feedback form at the end of the service delivery.

·Explain to patients that they are encouraged to come back to the IRC supported facility to follow up on the case where they will be provided, where applicable, with information about transportation after services are rendered at the referral facility.

·Ensure the receiving referral facility provides tentative invoice or medical report with detailed costs for each patient that will be admitted. Tentative invoice will include costs (estimated # of days of admission, lab tests, treatment, any surgical procedure, etc..)

·Review final invoices and ensure prices provided match the price list provided by the referral clinics and approved by IRC

·By end of every month, review and collect all referral forms and final invoices from the referral facilities and submit to the SMTL and/or the health manager

·Establish contacts with the receiving referral clinic via (phone, email, etc..) within 72 hours before the discharge of any admitted patients. And ensure to be present at the time of discharge.

·Assess patient upon discharge and make decision if the patient is ready for discharge or not.

·Inform the patient and the caregiver about the status of the patients, treatment provided and follow up plan.

·Collect and review weekly referral tracker from the referral facilities and submit to the SMTL and/or the health manager

·Produce weekly report of # people who have been referred and the number of admissions. The report to be shared with the SMTL for revision and then will be submitted to health coordinator on a weekly basis

·Update the patient tracker on a daily basis with all needed information including estimated cost

·Explore opportunities for referral to public facilities and recommend appropriate referral pathway, procedures that ensure patient safety and dignity.

·In the absence of GPs or medical team leaders, act to not let any gap with the team according to the SMTL request to ensuring smooth daily work.

·Support the needs of systems and databases as required to ensure proper care of patients

·Perform tasks as needed by the direct supervisor that are relevant to the position

·Report needs, concerns, achievements in the field to the direct supervisor

·Acknowledges patient’s rights on confidentiality issues, and maintain them at all times

·Demonstrate good communication skills and adequate respect for patients and their families

·Participates in Performance Improvement activities as appropriate.

·Participating in identification of vendors related to medical referrals activities, and if asked, being a valid member of any developed committees for this purpose.

·Provide regular updates to the IRC security and operations team on any potential risks or issues in the communities

·Assist other program staff whenever needed.

Staff management

The Emergency and Referral doctor will not be line managing any internal staff. S/he might supervise and train volunteers to provide healthcare in supported PHC facilities, if needed.

Qualifications

Job Requirements:

·Bachelor degree in Medicine and Surgery with a valid practice license from Libyan Ministry of Health

·Minimum of 3 years of experience working as medical doctor (GP)

·Relevant experience working at NGOs with similar role is an advantage

·Good understanding of the principles of health care services levels, diagnostic procedures, Libyan health systems, healthcare providers in all sectors, and medical case definitions.

·Ability to work in a multi-cultural environment with daily travel to different field sites in Tripoli

·Capacity and flexibility to work under pressure and difficult conditions

·Effective team player with public interest driven orientation

·Basic skills in Microsoft Office particularly Word, Excel, and PowerPoint.

·Self-directed, able to independently set priorities and solve problems with minimal guidance

·Excellent interpersonal, oral and written communication skills in both Arabic & English.
