Monitoring & Reporting Manager, Afghanistan

ORGANIZATIONAL CONTEXT

The Department of Programs is the central management and coordinating function for program delivery and capacity development. It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy.

Under the direct supervision of the Program Lead, and in coordination with the Program Team and the Program Monitoring Specialist at HQ, the Monitoring and Reporting Manager is responsible for developing and implementing monitoring frameworks and for leading and coordinating on reporting, to ensure donor compliance and provide optimum efficient and effective support to IDLO’s programming in Afghanistan. The Monitoring and Reporting Manager supervises and mentors a Team of nationally recruited personnel.

The Monitoring and Reporting Manager may represent IDLO with Partners, IDLO HQ staff and Government officials, technical advisors and experts, donors and civil society.

IDLO IN AFGHANISTAN

For over 15 years, IDLO has been assisting Afghanistan to develop a more inclusive, accessible, and professional justice sector. IDLO is currently implementing three projects in Afghanistan covering professional capacity development, access to justice, and a large-scale assessment of the justice sector. In its programmatic work, IDLO has developed a strong partnership with a broad range of Government stakeholders including the Supreme Court, Attorney General’s Office, the Ministry of Justice (among other Ministries), as well as civil society organizations promoting access to justice.

THE POSITION

Summary of Functions:

1. Design and manage systems for program monitoring.
2. Lead reporting on program results for external audiences.
3. Prepare for and support external program evaluations.
4. Facilitate programmatic learning based on monitoring and evaluation.
5.  Ensure program compliance with donor contract as well as quality standards.

Key results expected:

Specifically, the incumbent will be responsible for the following duties and tasks:

• Ensure that Monitoring, Evaluation, and Learning (MEL) activities are properly planned and executed for IDLO programs in Afghanistan;
• In coordination with the Program Team, lead the design and revision of MEL Plans, including: theory of change, logic model, logical framework, SMART key performance indicators, and monitoring framework.
• Develop work plan tracking tables, indicator tracking tables (including baselines and targets), and risk registers to monitor program implementation, performance, and risk management.
• Design and maintain data collection tools and procedures to facilitate monitoring, analysis, and reporting;
• Refine tools to monitor training activities, including conducting the necessary research to ensure that data collection protocols are user friendly and meet program requirements;
• Ensure data quality through clear program monitoring and data entry procedures, division of roles and responsibilities, and periodic reviews;
• Contribute to the harmonization of data management across Afghanistan programs;
• Lead, oversee, and coordinate the production of accurate program reports including biweekly, quarterly, and annual reports; success stories; briefing materials; fact sheets; and training summaries, as required;
• Provide rapid responses to requests for information from IDLO, donors, or partners;
• Regularly review progress and liaise with the Program Team to identify and document good practices, success stories, and issues with program delivery and implementation;
• Collaborate with the IDLO Evaluation Team to prepare for and support fieldwork to inform external performance evaluations.
• Create internal and institutional opportunities to disseminate programmatic knowledge and MEL good practices both within the Program Team and to other IDLO programs;
• Orient and provide training for Program Team personnel on IDLO policies and reporting requirements, including IDLO’s approach to evaluating training activities; IDLO Monitoring Guidelines; IDLO Evaluation Guidelines; and related systems, tools, and processes;
• Design and implement capacity development activities on MEL and reporting for partner Afghan institutions;
• Coordinate with other components to leverage efforts and resources on common issues.

IDEAL CANDIDATE PROFILE

Education and Experience

• Advanced university degree in international development, law, or other relevant social sciences.
• Minimum 7 years of relevant professional experience ideally within an international organization.
• Demonstrated ability to produce high quality and context-rich results reporting in English. 
• Demonstrated MEL experience in capacity development and rule of law programming would be an asset.
• Prior experience working in Afghanistan or a similar context is an advantage as is experience with USG-funded projects.

Languages

• Fluency in English is required.
• Knowledge of Dari or Pashto would be an advantage.

Specific knowledge, skills and behavioral competencies

• Familiarity with standard program monitoring and data management tools, as well as with results-based management and MEL principles.
• Excellent English written and verbal communication skills.
• Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient in using other ICT and internet software.

TERMS AND CONDITIONS

The successful candidate will be contracted for an initial period of 12 months, with the possibility of extension, depending on satisfactory performance and continued funding availability.

For this internationally recruited position, IDLO shall offer a monthly basic salary of USD 8,000 and an additional benefits package including a lump sum relocation allowance, a monthly hardship allowance, provident fund at 14%, medical and mission insurance, 30 days’ annual leave, home leave and rest and recuperation (R&R).

This is a non-family duty station. The Program runs a five-day working week from Sunday to Thursday. Accommodation, cleaning, laundry and meals are provided in a pleasant, secure and fully serviced compound. Rigorous security is in place at all times.
