Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. This position is located in the Regional Office in Beijing, China. The Office is responsible for representing UNIDO in China, Mongolia and the Democratic People's Republic of Korea and promoting the Organization as an effective partner for development, and for this purpose maintain close contact with all local stakeholders at the country and regional level as appropriate, including government institutions and international entities. It is further responsible for identifying national development and donor funding priorities in the countries and regions of coverage, and to support the formulation and monitoring technical cooperation projects and programmes, in collaboration with the relevant technical departments and other appropriate organizational entities. The Office is also responsible for coordinating and reporting on UNIDO activities in its countries of coverage, and providing inputs into the development of regional strategies and policies.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units, as well as among cross/functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the Department. Within the formal teams, the incumbent may be expected to backup other team members as required.

Main Functions

Under the supervision of the First Reporting Officer, the Senior Driver is responsible for the following key functions: - Drive the UNIDO official vehicle(s) to provide the transportation of UNIDO office staff and other authorized persons in a timely, safe and courteous manner, as well as of other high-ranking officials, as and when required. - Meet official personnel at the airport and facilitate immigration and customs formalities. - Deliver and collect official mail and other documents as required, ensuring that all deliveries and collections are made in a timely manner. - Arrange for the regular professional service maintenance and repair of the UNIDO vehicle(s). This includes, maintaining a high-level of cleanliness and ensuring that oil, water, battery, brakes and tyres all meet the authorized safety regulations. Log all official travel, daily mileage, gas consumption, oil changes. - Immediately report incidents, accidents or concerns with regard to the safety of the vehicle and ensure that the steps required by applicable rules and regulations are taken. - Carry out clerical and administrative ad-hoc assignments as requested. - Maintain a high level of accuracy and confidentiality in performing the driving, clerical and logistical support services to the Reginal Office in Beijing, China.

Minimum Requirements

Education

Completed secondary education or equivalent, is required. Training in motor vehicle driving and possession of a valid local driver’s licence is required.

Languages

Fluency in written and spoken English is required. Fluency of another official UN language, particularly Chinese required

Computer Skills

Field of Expertise

A minimum of three years of working experience in the related fields of the post. Knowledge of national traffic laws, rules and regulations and a good safe driving record, is required. Experience in driving high-ranking United Nations officials, staff members and/or diplomatic staff is an asset. Understanding of office procedures and practices, preferably within the UN system or in a multicultural environment, providing support to managerial/professional staff and using secretarial/administrative skills to assist in the implementation of work. Proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with SAP or similar ERP software is an asset. Credit towards total working experience may be considered on a year-by-year basis, up to maximum of four years, for a first university degree or equivalent diploma, in a field relevant to the post. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates
