Job Description

Background

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

Based in Amman, Jordan, the Human Resources Officer is responsible for providing human resources administrative support and guidance for the IRC staff and incentive worker in Northern Syria and Amman based staff and act as focal point for day to day HR administrative tasks. He/she will also be responsible for close cooperation with program teams to support the staff.

Major Responsibilities:

  • Ensure staff and Incentive Worker personal files are completed up to IRC standard, and kept in confidential/secured place.
  • Support the development and implementation of HR initiatives and systems
  • Administer and support the implementation of changes or modifications to HR systems and processes to ensure they are fit for purpose
  • Regularly update personnel records filing system ensuring that information is filed in an orderly and timely manner.
  • Prepare and review newly hired staff and incentive worker agreements and make sure they reflect correct information.
  • Manage staff and incentive worker agreement extensions.
  • Prepare and submit accurate certificate of completion data for monthly incentive worker payment procedure.
  • Liaise with program focal points for timely issuance of Incentive Workers payments.
  • Participate in full-cycle recruitment process for Incentive Workers.
  • Maintain Incentive Worker tracking sheet up to date.
  • Liaise with HR and IW focal points in the field on daily bases to have updated and necessary HR records.
  • Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct
  • Work with HR Manager to resolve specific employee relations issues with professional grace; as requested, lead investigations to resolve issues/conflict in the workplace.
  • Manage Jira Portal and response all received cases in a timely manner.
  • Handle the Audit related human resources requirements.
  • Support the HR Team (database, reports, documents) when necessary.
  • Support the HR manager in emergency related activities.
  • Handle translation of HR department communication.
  • Be a focal point for Learning and Development related matters.
  • Perform other tasks related to Human resources as required.

Qualifications

  • Education:University Degree in management, human resources, administration or related fields.
  • Work Experience:Approximately 2- 4 years of experience as HR generalist, including recruitment, performance management, compensation, training and development, Employee Relations, HRMS, and HR administration/ INGO experience is preferred.

  • Ability to improvise flexibility, cultural and environmental sensitivity.
  • Language Skills:Fluency in English and Arabic is required; knowledge of Turkish is an asset
