CARE seeks an experienced and motivated humanitarian policy and advocacy specialist to coordinate work across the humanitarian system to operationalize the GBV Accountability Framework that was developed by the Real-Time Accountability Partnership (RTAP). As the coordinator of this 12 month project, she/he will have an in-depth knowledge of humanitarian architecture at the field and global level, and experience working with senior UN officials and UN missions in New York. Focus areas are prevention and response to gender-based violence in humanitarian systems and operations, and accountability to women and girls.

The Senior Humanitarian Advocacy and Policy Adviser will work closely with Global Steering Committee members (OFDA, UNFPA, UNICEF, IRC, UNHCR, DFID, UNOCHA, IOM, CARE, NORCAP) to support strategic engagement with senior humanitarian leadership and key bodies such as the Office of the UN Secretary-General (OSG), Special Representatives of the Secretary-General, and Call to Action signatory organizations.

The Senior Humanitarian Advocacy and Policy Adviser is part of the CARE International UN office in New York and reports to the UN Representative and Head of Office. This position will also engage with IASC Principals, Global Cluster Coordinators, UN leadership, regional and country-based Humanitarian Coordinators and other high-level UN officials. The Senior Humanitarian Advocacy and Policy Adviser will also identify and engage with key partners who can significantly support the Global Steering Committee’s influencing goals.


  • Ensure strategic and high-level representation for the GBV Accountability Framework Global Steering Committee and directly undertake advocacy and influencing with humanitarian leadership and IASC structures at global level
  • Facilitate and support engagement of Global Steering Committee members in humanitarian system processes in New York and Geneva to advance Global Steering Committee members’ priorities
  • Coordinate with and support Global Steering Committee colleagues at regional level to facilitate and support engagement in humanitarian system processes in West and Central Africa, East and Horn of Africa, MENA, and Asia, and implementation of advocacy and influencing activities with humanitarian leadership and IASC structures at regional level.
  • Work with Global Steering Committee colleagues at field level to facilitate and support engagement in humanitarian system processes and operations at country level
  • Build and maintain relationships with relevant UN, donor and NGO partners, including through the GBV Accountability global steering committee and Call to Action steering committee.
  • Identify and gather intelligence on relevant policy processes and bodies that can significantly contribute to the advancement and impact of advocacy priorities.
  • Organize strategic meetings, workshops and learning events that advance GBV Accountability Framework roll-out and profile the evidence basis of the framework as a tool for implementation of IASC member commitments to mitigate GBV risk in humanitarian action.
  • Planning, coordinating, monitoring and evaluating the implementation of the project, ensuring that project activities are conducted as per approved project’s proposal and taking necessary action to pursue project objectives.
  • Developing regular reports, including donor reporting, ensuring accurate evidence collection and timely submission
  • Elaborate the Project’s institutional memory, recording project activities and evaluating influence and progress towards outcomes
  • Provide timely and accurate written and oral updates and intelligence to the UN Representative and Head of Office as well as Global Steering Committee members.


  • Degree in international relief and development sector, international relations, international law or related field
  • At least seven years of experience in the international relief and development sector including in the development and successful implementation of advocacy and policy change in the humanitarian system
  • At least five years of coordination experience of remote and highly decentralized teams and networks delivering effectively on common goals and outcomes
  • Demonstrated expertise in the UN’s humanitarian architecture and experience with influencing policy for systems change in multilateral settings
  • Excellent personal organizational skills, including time management, ability to meet deadlines, multi-tasking, prioritization of tasks, and working under pressure
  • In-depth understanding of the decision-making and international policy processes in the UN, and how these may be influenced.
  • Proven results-based coordination skills, including planning, budgeting, implementation, reporting and assessment, as well as related alignment of human resources and administration processes
  • Superior oral and written communication and presentation skills
  • Fluent written and spoken English
