VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Trade Investment and Innovation (TII); Department of Programmes, Partnerships and Field Integration (PPF); Department of Agri-Business Development (AGR); Department of Energy (ENE) and the Department of Environment (ENV). The Department of Trade, Investment and Innovation (PTC/TII) supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. The Department is responsible for assisting countries to strengthen competitiveness in global markets through capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. It supports the establishment of linkages between producers/processors in developing countries and local, regional and global value chains (retailer, manufacturers) by developing capacities in the area of product quality. The Department provides technical cooperation and capacity-building services to enhance the contribution of the private sector to ISID. It enables investment, supports science, technology and innovation and facilitates access to appropriate sustainable technologies for developing countries. The Department promotes the upgrading of industrial enterprises and supports their integration into national and global value chains through business linkages fostering sustainable sourcing. In providing these services, the Department cooperates closely with other departments. It also relies on the coordinated deployment of UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs).

PROJECT CONTEXT: The overall objective of the project “PROMOVE Comércio – Building Competitiveness for Exports” (UNIDO ID 180068) is to improve trade, competitiveness and the business environment in Mozambique for greater market access for priority value chains. The programme will pursue two specific objectives and four results: Specific objective 1: Increased sustainable market-driven Quality Infrastructure services to support the production of quality products for the selected value chains: Result 1: Good governance and core quality infrastructure services at the institutional level (INNOQ) upgraded to ensure international recognition Result 2: Increased technical competences of the conformity assessment service providers and ensuring international recognition as per the needs of the selected VCs with a focus on the provinces of Nampula, Zambezia and Maputo Result 3: Increased availability and quality of Business Development Services Specific objective 2: Improved Government coordination and implementation of the EPA trade safeguards: Result 4: Enhanced government knowledge on the legal and institutional framework required to apply EPA trade safeguards (implemented by UNCTAD) The main project counterparts are the Ministry of Industry and Commerce (MIC) and the National Institute for Standardization and Quality (INNOQ). The project duration is 4.0 years (including 6 months inception phase) with a budget of EUR 6.550,000 Mio under funding by the European Union and UNIDO with an inter-agency agreement modality with UNCTAD for the implementation of Result 4. Duty station: Maputo, Mozambique. Duration: until 31 December 2020 with possibility of extension

Main Functions

Under the overall supervision of the UNIDO Project Managers, and working with the project team in the Field and at Headquarters, the National Communication and Visibility Expert fulfills the following duties: - Design a communication and visibility strategy and communication plan for the project (during the inception phase). Implement the communication strategy and communication plans. - Manage the database of stakeholders in order to target the right beneficiaries for the communication activities. - Advice and guide project staff on communication matters in the implementation of the different technical activities. - Provide to project staff, stakeholders, collaborating and associated agencies key information on the project. - Collect/receive monitoring data from different sources (UNIDO, EU, etc.) and assist in organising them in a way that can be processed and analyzed by the project staff. - Store and retrieve key information e.g. reports, documents and information on collaborating and associated agencies. - Assist in ensuring proper circulation of relevant information to project staff and stakeholders. - Write featured articles and contribute to speech writing for the Project Managers or the Chief Technical Advisors at major events. - Coordinate the setting up, launch and management of the website of the project. - Prepare regular advocacy and visibility materials. Prepare project success stories and propose any other activities to enhance project impact. - Ensure and coordinate media coverage at national level. - Coordinate the making of any audiovisual production on the project covering the whole implementation period. - Coordinate the design and timely dissemination of promotional material on the project (e.g. newsletters, informative brochures, fact sheets, folders etc.). - Define, follow and enforce the editorial policy for the project publications, including translation standards, copyright policy as well as other legal disclaimers, both in English and in Portuguese. - Liaise with the communication department of the EU delegation in Maputo and UNIDO HQ in Vienna to increase the impact of the project’s communication strategy. - Prepare bi-monthly activity reports. Provide inputs to the CTAs and National Project Coordinator for the project implementation reports. - Any other ad hoc task related to the overall work plan of the project and as specified by the Project Managers and the Chief Technical Advisors (CTAs). - Prepare a final report covering the activities and the results of assignments.

Minimum Requirements

Education

Advanced university degree in communication, business administration, journalism public relations, marketing or equivalent.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable. # Native speaker of Portuguese.

Computer Skills

Field of Expertise

Minimum three (3) years of proven experience in the development and management of communication strategies and plans, media campaign management, technical writing and editing, event conception and management as well as customer relationship management. Strong social media skills and ability to rapidly analyze and integrate diverse information from varied sources. Ability to work in network and to build and maintain relationships with stakeholders.
