Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC), is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID. PTC provides services in the following areas covered by five departments: Department of Trade Investment and Innovation (TII); Department of Agri-Business (AGR); Department of Energy (ENE); Department of Environment (ENV) and the Department of Programmes, Partnerships and Field Integration (PTC/PPF). The responsibility of the Department of Energy (PTC/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. This position is located in the the Climate Technology and Innovation Division (PTC/ENE/CTI) which is responsible for supporting Member States with access to and uptake of low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship. It focuses on supporting entrepreneurship and facilitating the establishment of climate technology innovation ecosystems. In addition, the Division is responsible for enhancing the use of low-carbon technologies by industry and local communities, thereby contributing to climate mitigation and resilience in recipient countries. In discharging its responsibility, in line with the overall strategy of the Department, the Division cooperates closely with the Energy Systems and Infrastructure Division (PTC/ENE/ESI) and the Climate Policy and Partnerships Division (PTC/ENE/CPP), as well as other relevant organizational departments within UNIDO, in particular with the Department of Environment (PTC/ENV), the Department of Agri-Business (PTC/AGR) and the Department of Trade, Investment and Innovation (PTC/TII), donors such as the GEF, GCF and other international and national institutions.

The Associate Industrial Development Officer works under the overall guidance of the Director, Department of Energy and the direct supervision of the Chief of Climate Technology and Innovation Division, in close collaboration with colleagues to support the mandate of the Division to strengthen the capacity of counterparts to support local entrepreneurs in creating sustainable energy enterprises that can deliver reliable energy services based on renewable energy technologies. The Associate Industrial Development Officer is expected to deliver: (a) work that contains in-depth analyses contributing to results achieved by the Department; (b) in creating an enabling environment for team work which is catalytic to achieving results; (c) in building relationships which contributes to partnerships resulting in strategic collaborations and (d) in achieving results within a professional team. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

As a team member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following generic activities to achieve the results of the Division and the outcomes of Department: - Programme Development: Makes proposals and contributes by gathering information and analysing data for the development and formulation of technical cooperation projects/programmes in the area of low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship in line with the guidelines and procedures governing the delivery of UNIDO services, and obtains internal approval - Programme Implementation: Participates in projects/programme implementation ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), following up their implementation, including missions to the project sites, as well as support of oversight meetings in the field and at headquarters, contribution to projects/programmes reviews, and assisting the Evaluation Group in its evaluations of projects/programmes. - Funds Mobilization: Cooperates with other divisions in-house in mobilizing the funds necessary for project and programme implementation. - Global Forum Function: Assists in the preparation for UNIDO’s global forum activities (conferences, seminars, expert group meetings, etc). and in their running and prepares technical papers or other inputs for these Prepares UNIDO publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in the areas of the Division’s mandate, in particular with regard to investment promotion services, through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends - Performs other related duties and assignments as required by the Chief of the Division or Director of the Department.

Minimum Requirements

Education

Advanced university degree in Economics, Environmental Management, Engineering or other field relevant to UNIDO’s mandate. Specific specialization in low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship is an asset.

Languages

Fluency in English and excellent drafting skills required. Working knowledge of other official language(s) of the United Nations an asset.

A minimum of three (3) years of relevant professional experience, including some at the international level, involving intergovernmental affairs and interagency cooperation on sustainable development and climate change issues. Exposure to the needs, conditions and problems in developing countries. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
