EXPRESSIONS OF INTEREST FOR THE ASSESSMENT

The USAID/West Africa Analytical Support Services and Evaluations for Sustainable Systems (ASSESS) project provides program evaluations and research, monitoring, knowledge and information management, and other support services to USAID/West Africa. ASSESS has been commissioned by the USAID West Africa Regional Programs Office (RPO) to provide technical services towards the development of its Regional Development Cooperation Strategy (RDCS (2021-2025).

 

In this regard, ASSESS is seeking Expressions of Interest (EOIs) from qualified individual consultants to conduct a Private Sector Engagement Assessment, through a desk study and Key Informant Interviews, the outcome of which will serve as a significant pillar at the Mission’s strategic, policy, and project design levels. This assessment should focus on all three Development Objectives (DOs) of USAID WA, which are:

1.     DO1: Peace and Governance (including countering violent extremism and conflict management)

2.     DO2: Economic Growth (including trade and investment, energy, agriculture and food security, natural resources management, and climate change)

3.     DO3: Health (including family planning, HIV/AIDS, maternal and child health, and water and sanitation)

 

PROFILE OF THE EXPERT

The ideal candidate must have:

 

  • Master's degree in microeconomics/industrial organization, business administration, finance, international development, or related field. 
  • Minimum of five years of experience working with the private sector to develop public-private partnerships, leverage resources, and promote inclusive private-sector driven growth.  
  • Experience in conducting studies or evaluations on private sector in West Africa, in order to capture both the private sector development and private sector engagement lenses. 
  • Knowledge of USAID and USG grant regulations and processes desired. 
  • Superior, demonstrated writing, reporting, and oral presentation skills.  
  • Experience in the West Africa region is desirable.  
  • Fluency in spoken and written English and excellent command of professional French.
