Organizational Setting

The FAO Statistics Division develops, and advocates for the implementation of methodologies and standards for the collection, validation, processing and analysis of data relevant for food and agriculture statistics. In also plays a vital role in the compilation, processing and dissemination of internationally comparable data in the domains of food, agriculture and nutrition, and provides essential capacity building support to member countries. In addition, the Division generates many publications, working papers and statistical yearbooks that cover agricultural and food security.
In September 2015, the UN General Assembly adopted the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs) officially known as 'Transforming our world\: the 2030 Agenda for Sustainable Development'. Eliminating hunger and malnutrition remains at the centre of the New Agenda, as it used to be at the centre of the Millennium Development Goals and was identified as one of the three overarching objectives of sustainable development. This is reflected under SDG 2 (End hunger, achieve food security and improved nutrition, and promote sustainable agriculture).
FAO is the custodian organization for 21 SDG indicators on food and agriculture and the Food Security and Nutrition Statistics team 'part the FAO Statistics Division' is responsible for two of these, namely SDG 2.1.1 'Prevalence of Undernourishment (PoU)' and SDG 2.1.2 'Prevalence of moderate or severe food insecurity in the population, based on the Food Insecurity Experience Scale (FIES)'. An important goal is to promote the adoption of the FIES and PoU methodologies by national governmental institutions. The full potential of the FIES and PoU to generate statistics that can inform policy is realized when the tools are applied in national population surveys.
In line with above, the Statistician will work on the implementation of the 'Strengthening Food Security Statistics at country level to monitor Target 2.1 of the 2030 Agenda' project, focusing on the improvement of food security data collection, analysis and reporting in twenty countries worldwide. The project will contribute to better policies for eliminating hunger and ensuring access to food to all by contributing to make better and more relevant data and information to guide food security and nutrition policies.
The post will be based in Rome with regular missions to the beneficiary countries.

Reporting Lines
The Statistician reports to the Senior Statistician, leader of the Food Security and Nutrition Statistics Team within the Statistics Division, who is also the Lead Technical Officer of the Project in reference.

Technical Focus
Project technical coordination; design, implementation, monitoring and evaluation of capacity development activities; statistical methods for assessing, measuring and monitoring food security and nutrition status

Key Results
Research and analysis of information, data and statistics, and the maintenance and updating of related tools, methodologies, and/or databases to support the delivery of programme products, projects, publications, and services.

Key Functions
• Researches and analyses [agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related] data, statistics and information to provide technical, statistical and/or policy related information and analysis to support the delivery of economic and social development programmes work, products, projects, publications and services;
• Produces a variety of technical reports and input for technical documents, departmental publications and/or web pages;
• Provides technical, statistical, and/or analytical services on various studies, projects, and/or assessments and provides technical backstopping to field projects;
• Participates in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases, and/or key social/ economic/ environmental/ nutritional and/or early warning indicators;
• Participates in multidisciplinary teams, collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in capacity development activities involving the planning and organizing of training workshops, seminars, and major meetings and the preparation of related information, materials, online tools and information kits;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Participates in resource mobilization activities.

Specific Functions
• Oversees, coordinates and supports the activities related to assessing, monitoring and evaluating the capacities of national institutions to produce reliable information on food security and nutrition to inform policies and interventions to end hunger and malnutrition;
• Oversees, coordinates and supports the activities related to collecting, analyzing, interpreting and using food security and nutrition indicators including SDG indicators 2.1.1 and 2.1.2;
• Oversees, coordinates and supports the activities related to processing and analyzing Food Insecurity Experience Scale (FIES) data collected through the selected service provider;
• Fosters exchange of experiences and consensus building among national, regional and international actors on methodologies, survey tools' objective, data analysis, interpretation and use of data information related to food security and nutrition monitoring and assessment;
• Supports advocacy for the inclusion of food consumption and FIES modules in nationally representative surveys;
• Assists the beneficiary countries in defining priorities and appropriate tools to monitor food security and nutrition;
• Advises on the integration of food security and nutrition indicators derived from food consumption and FIES modules in national and regional monitoring framework and assessment tools (i.e. IPC, Cadre Harmonisé, etc.);
• Advises on the realignment of national and regional monitoring frameworks on food security and nutrition (SDG, African Agriculture Development Programme (CAADP), The United Nations Economic and Social Commission for West Asia (ESCWA), etc.);
• Provides evidenced-based information on the state of food security and nutrition at country and subregional level for national planning processes, policy advocacy, in-process facilitation of negotiations, design and implementation and policy round tables;
• Supports the liaison between the Office of Chief Statistician, the Food Security and Nutrition Statistics team, the FAO Regional Offices and FAO Country Offices involved in the project;
• Contributes to the development of technical manuals and articles related to the estimation of food security and nutrition indicators.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in statistics, economics or a related technical field;
• Five years of relevant experience in applying statistical methods for assessing, measuring and monitoring food security and nutrition, preferably in international organizations or in national statistical offices;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in food security and nutrition statistical measurement;
• Extent and relevance of experience in processing and analysing micro data from national surveys, with special reference to household surveys;
• Proficiency and flexibility in using statistical software, especially R, SPSS, STATA or similar (preferably open-source) software;
• Demonstrated experience in drafting technical reports/documents in English and French is considered a strong asset;
• Extent and relevance of experience in project implementation of technical assistance projects and training programmes.
