NRC in Iraq

Since the Government of Iraq declared that combat operations against the Islamic State Group (IS) had ended in 2017, Iraq has been recovering from the significant damage and destruction caused by the armed conflict. Of the more than six million Iraqis who fled their homes since 2014, 4.5 million Iraqis have returned to their area of origin and 1.4 million remain internally displaced. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges returnees and secondarily displaced people face include the lack of security, community acceptance, housing, property and civil documentation issues as well as critical educational and health service gaps. Throughout this, Iraq continues to host over a quarter of a million Syrian refugees.

he UN estimates that more than 4.1 million Iraqis will need assistance in 2020, 1.77 million of them in acute need. With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace. 
Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, returnees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, Salahdeen and Anbar Governorates.  

We focus on assisting the newly displaced, those experiencing protracted displacement in camps, and people returning to and living in hard-to-reach places by improving their chance of obtaining a durable solution.  NRC runs integrated programmes across Iraq to respond to people in need using our shelter and settlements, education, camp management, legal assistance, livelihoods

                                                                                                   WASH/Shelter Officer (National Position)


The purpose of the WASH /Shelter officer position is day to day implementation of the Shelter Project. The WASH /Shelter Officer vary from the officer position by providing a range of support within their area of expertise e.g. starting the project with coordination of community and beneficiaries on project site, giving advice and monitoring for implementing project on project site and doing coordination with stakeholder

Duties and responsibilities

  • Organize and lead or participate needs assessments, focus group discussions, community meetings, and other community mobilization activities
  • Supervise the beneficiary selection in accordance with the project selection criteria
  • Assist the Wash/Shelter Coordinator in developing messaging around project implementation methodology, scope of work, selection criteria and any other related beneficiary project documents and supervise Wash/Shelter Assistants in the delivery of such messaging to beneficiaries and stakeholders
  • Assist the Wash/Shelter coordinator to develop appropriate tool to implement various project modalities such as contractor driven, community driven, owner driven, tenant driven or mixed modality.
  • Under the supervision of the Wash/Shelter Coordinator and / or the Wash/shelter PM, initiate the drafts of technical drawings, develop Bill of Quantity and technical specification notes for Wash and shelter and construction facilities including community infrastructures
  • Organize regular monitoring visits supporting Wash/Shelter Assistants during and post-project implementation and regularly visit implementation sites to monitor and document day-to-day works and lessons learned.
  • In collaboration with the Wash/Shelter Coordinator, prepare Procurement Requests. 
  • Track and record information related to follow up carried out by Wash/Shelter Assistants relating to any project beneficiary information requests and complaints as directed by Project Coordinator and M&E unit.
  • Maintain the required level of performance capacity of local/community technicians, and identify the need for additional training.
  • Conduct performance management for Wash/Shelter assistants under direct supervision
  • Carry-out field level coordination with community stakeholders in areas of project implementation.
  • Supervise activities at distribution sites ensuring that NRC Standard Operating Procedures are adhered to during distributions and that proper documentation is verified and collected by Wash/Shelter Assistants.
  • Organize and lead field level M&E activities and develop success stories from project implementation
  • Identify capacity building needs of beneficiaries, develop and undertake sensitization/mobilization activities and trainings.
  • When requested by the coordinator or project Manager, attend WASH and Shelter project review meetings and regular stakeholder’s meetings happening in the area program
  • Any other task relevant to the position as requested by the line manager
Our Ideal Candidate
  • Minimum 3 years of experience from working as a Project Officer in a humanitarian/recovery context hard education preferably construction.
  • Previous experience from working in complex and volatile contexts.
  • Technical Shelter and WASH expertise.
  • Civil Engineer Degree/construction.
  • Demonstrated experience in conducting rapid emergency assessments in projects.
  • Experience in working in insecure/conflict environments.
  • Manage time effectively, prioritizing tasks and able to work to deadlines.
  • Computer skills. Able to work productively in periods of high stress and activity.
  • Work confidently within a group.
  • Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions.
  • Maintains effective performance under pressure.
  • Able to decide what steps are needed to achieve particular goals and then implement these.
  • Proven communication, interpersonal and negotiation skills with strong experience.
  • Good report-writing skills.
  • Fluent in English written and spoken
