NRC in Iraq

Since the Government of Iraq declared that combat operations against the Islamic State Group (IS) had ended in 2017, Iraq has been recovering from the significant damage and destruction caused by the armed conflict. Of the more than six million Iraqis who fled their homes since 2014, 4.5 million Iraqis have returned to their area of origin and 1.4 million remain internally displaced. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges returnees and secondarily displaced people face include the lack of security, community acceptance, housing, property and civil documentation issues as well as critical educational and health service gaps. Throughout this, Iraq continues to host over a quarter of a million Syrian refugees.

The UN estimates that more than 4.1 million Iraqis will need assistance in 2020, 1.77 million of them in acute need. With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace. 
Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, returnees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, Salahdeen and Anbar Governorates.  

We focus on assisting the newly displaced, those experiencing protracted displacement in camps, and people returning to and living in hard-to-reach places by improving their chance of obtaining a durable solution.  NRC runs integrated programmes across Iraq to respond to people in need using our shelter and settlements, education, camp management, legal assistance, livelihoods

                                                                                               WASH/Shelter Coordinator (National Position)

The purpose of the Shelter/WASH Project Coordinator is to ensure the successful implementation of NRC’s Shelter/WASH projects in Ninawa, while working in close conjunction with the Shelter/WASH Project Manager, as well as other internal departments and staff, local partners, government actors, and beneficiaries. Shelter/WASH Project Coordinator will be reporting to Shelter/WASH Project Manager. The position will be based in Anbar 

Duties and responsibilities

  • In close collaboration with the WASH/Shelter PM expand, develop, coordinate and manage NRC’s WASH and Shelter projects Anbar area program
  • In close collaboration with WASH/Shelter PM or Specialists, develop appropriate modalities for project activity implementation (contractor driven, community driven, owner driven, tenant driven or mixed modality)
  • In close collaboration with WASH/Shelter PM, develop for both Wash and Shelter awareness and information/education/communication (IEC) materials, beneficiary and
  • community engagement tools, and minimum standard specifications for WASH project implementation.
  • Manage the NRC project staff, providing on the job technical training as required to increase the capacity of the team.
  • Coordinate and supervise implementation of all WASH and Shelter activities such as latrine construction with septic tanks, installation of bathing facilities, installation of water tanks and piping network, water quality monitoring, distribution of Hygiene materials, and others.
  • Ensure that Shelter and WASH activities are in accordance with NRC’s and Government rules, regulations and guidelines.
  • Supervise the preparation of technical designs/drawings and bill of quantities for construction works, and as well participate in the preparation of tender documents required
  • Prepare narrative and budgets for proposals in conjunction with the responsible managers and ensure that all project activities are implemented in accordance with approved budget
  • Report regularly the progress of NRC’s project activities as required internally and by donors and record and document good practices, lesson learned and establish a database in coordination with M&E to capture Shelter program performance
  • Attend WASH and Shelter project review meetings and regular stakeholders meetings happening in the area program
  • Any other duties assigned by supervisor
Our Ideal Candidate
University degree or higher education relevant to the assignment (preferably in Public Health, WASH or Engineering. At least three years’ experience in implementing Shelter and WASH projects within a humanitarian/recovery context.especially in complex and volatile environments. Knowledge about own leadership skills/profile . Fluency in Arabic and English both verbal and written is required.
