Project Overview:

ICMPD is inviting all interested candidates to apply for the Project officer - Diaspora Business Hub Manager for the Link Up! Serbia II project.

Link Up! Serbia II is an ADA-funded project whose overall objective is to foster transnational entrepreneurial activities with and through the Serb diaspora in DACH countries by facilitating access to knowledge, networks and financial resources. This objective will be reached through activities and outputs under 2 main components:

The first component focuses on improving competitiveness and capacity for business diaspora engagement.

ThesecondcomponentfocusesonexpandingbusinessengagementandaccesstocapitalandDACH markets.

The Link Up! Serbia II project team is based in Belgrade, Serbia, inside the ICMPD office. Please note that this position is subject to approval and availability of project funds. Job Description:

The Project Officer will act as Diaspora Business Hub Manager for performing the responsibilities as determined in the project description. S/he is responsible for the implementation and coordination of project activities including research, mapping, and engaging business diaspora for business cooperation and investments into Serbian SMEs and in cooperation with local self-governments. S/he 1matches companies in Serbia with companies in diaspora as an everyday activity. S/he supports planning of project activities and coordinates implementationoftheDiaspora Business Hub (DBH) and Diaspora Business Hub Network in collaboration with project stakeholders, beneficiaries, experts and partners. DBH informs& consults diasporaor Serbian SMEson allopportunities &challenges thatmay appearintheprocessofinvestmentorbusinesscooperation(subsidies,localsupport,partners),based on the know-how of the full DBH network. Develops a final handbook and guide regarding the DBH Manager position for partners and ICMPD.

TheProjectOfficeradministersproject inputsaccording to theapprovedproject documentation,work plans and budgets, and in line with ICMPD´s rules and business processes as wellas partner and donor agreements. S/he is responsible for a timely achievement of high-quality outputs within the assigned area of work.

The Project Officer plans, organises and supervises the work of experts ensuring high quality and timelinessoftheiroutputs.S/hecontributestoproductionofsubstantiveprojectcontentandprepares inputs to donor and other substantive reports. The Project Officer contributes to overall planning of the project and participates in project communications activities preparing content and inputs in cooperation with the Associate Project Officer. S/he organizes business events in Serbia and in DACH marketsincooperationwithprojectbeneficiaries.S/heupdatesandmanagestheonlineplatform,and cooperates in its promotion. S/he assesses project results and formulates inputs to the development of new initiatives.

TheProjectOfficerworksunderthesupervisionoftheProjectManagerandinclosecollaborationwith other project team members particularly the Project Assistant, Associate Project Officer and Project Experts. S/he cultivates contacts with the project beneficiaries at the working level. Tasks and Responsibilities:

1. Planning and implementation of activities:

Plan and organise activities in the assigned area of work in line with the project´s work plan ensuring the timely accomplishment of work outputs.

Identify cooperation bottlenecks. Propose solutions and corrective action when required and take action to implement.

Analyse and synthetize information for implementation of project activities and coordinate tasks with partners in the assigned area of work.

Correspond and engage directly and daily with Serbian SMEs and DACH business diaspora for transnational matchmaking.

Present investment and business opportunities developed in Serbia (local, regional, and national). Coordinate the work with the Chamber of Commerce and Industry, RAS, and Regional Development Agencies (DBH network) under the overall supervision of Project Manager. Support establishment and functioning of the diaspora business hub and online platform. Responsible for DBH network and online platform effectiveness and results. Inform diaspora and SMEs in Serbia on potential cooperation or online platform use. Collect and compile inputs for online platform operations and content. Draft routine correspondence for project implementation.

Compile project reports.

2 Initiate and follow up on mobilisation of experts, goods and services, capacity building and grants schemes. Prepare inputs to Terms of References and specifications.

Organise project events, meetings, workshops and other activities in line with project’s work plan in the assigned area of work. Draft agenda, identify participants and resource persons. Prepare background materials for project events suchmeeting folders and inputs to speeches and presentations.

Contribute to development of the project’s communications and visibility plan. Prepare and coordinate preparation of inputs to its implementation and digital reach. Implementation of project-related communication activities.

Compile and prepare inputs to PI/PR materials in liaison with the Associate Project Officer in Austria.

Update project contacts database.

Assist in implementation of project activities in accordance with the work plan. Prepare inputs for policies, programs, reports, summaries, graphs and inputs to presentations. 2. Project administration and compliance:

Initiate and follow-up on recruitment processes of consultants according to ICMPD´s consultant management procedures.

Supportmanagementofconsultantandprocurementcontracts.Ensurepreparationoftimesheets for project consultants. Evaluate the performance of consultants according to consultant’s performance management system.

Maintain project documentation electronically and on physical file.

3. Project content, reporting and contribution to project development:

Review, comment upon and revise work outputs of consultants and contractors. Prepare inputs to project reports, matchmaking program, datasets, presentations, briefs. Contribute to production of project content by:

o Research in diaspora and in Serbia;

o Compiling data, information and undertaking desk studies.

o Disseminating findings.

Contribute to review and assessment of project results by identifying and recording best practices/lessons learned.

Contribute to development and formulation of inputs to new project concepts, proposals, work plans and budgets as requested.

Key Results:

Project activities in the assigned areaof work organised and implemented according to work plan. Project inputs administered according to ICMPD´s rules, processes, and donor requirements. Processes with external stakeholders, partners, consultants and contractors managed promptly. Deliverables of project consultants and contractors monitored and controlled. Financial expenditures on activities level controlled and maintained within the budgetary limits. Qualitative and timely contributions for formulation of project content provided. 3 Qualitativecontributionsmade towardsassessmentofproject resultsand identificationoflessons learned.

Incumbent Profile:

A minimum of 3 years of position-relevant work experience in the field of the business development and or migration / diaspora topic.

Substantive knowledge of transnational entrepreneurship, business development and/or migration and/or diaspora issues.

Solid analytical, drafting and organisational skills.

Good communications and problem-solving skills.

Experience in stakeholder relations management.

Supervisory experience in management of experts as required by the position. Professional training in project cycle management is an asset.

Strong ICT skills in MS applications. Experience with SAP is an asset.

Willingness to travel.

Corporate Qualifications:

Experience in international context and business development.

Proficiency in (verbal/written) Serbian and English, proficiency in German language is an asset. MBA or Master´s degree related to the area of work.

Compensation:

ICMPD offers a monthly gross salary to be calculated based on qualifications and experience. Additional benefits include Health and Accident Insurance and six weeks’ annual leave. Application Procedure:
