This position forms part of ESA's Advance Recruitment Scheme which is established to provide appropriate staffing resources when requirements materialise.

Appointments are therefore made for an initial duration of two years upon which the selected candidate may be appointed to a permanent post in the Agency.

Description

Quality Management Engineer in the Quality, Supply Chain and Knowledge Management Section; Quality, Dependability and PA Support Division; Product Assurance and Safety Department; Directorate of Technology, Engineering and Quality.


The Quality and Supply Chain Management Section is responsible for the development, implementation and maintenance of quality and supply chain management expertise and standards. The Section provides quality management support to ESA corporate areas, manages accreditation and certification schemes, and support the evaluation and monitoring of the ESA supply chain quality. Furthermore, it is hosting the Directorate Knowledge Management Team and supports the development, maintenance and operations of data systems for the department’s core activities.
 

Duties

Reporting to the Head of Section, the main tasks and responsibilities of the post holder will include:

  • providing expert support in the Quality Management field;
  • acting as ISO 9001 and EN 9100 management representative for the quality management system of the Directorate of Earth Observation, including reporting on the status of the quality management system to the Director of Earth  Observation and the Head of Product Assurance and Safety Department;
  • supporting ISO 9001 and ISO17025 Quality Management System activities in Directorate of Technology, Engineering and Quality;
  • ensure the operations and improvements of the Quality Management System including review of existing internal processes and tools, support in the definition of new processes, collection and analysis of quality statistics;
  • work in close collaboration with the EOP H/PA&S Office on the Programmes quality aspects and related reporting;
  • providing relevant input to the ESA Quality Manager for coordination and consolidation purposes;
  • planning, organising, performing and following up internal quality audits and audits of external providers, assessing compliance with baselined quality requirements;
  • where necessary analysing non-conformances, problems, customer complaints, following up implementation of related corrective actions;
  • organising and preparing the Quality Management System review to allow evaluation of overall system effectiveness;
  • organising periodic third-party audits to maintain the relevant certification;
  • providing support to preparation of quality plans, procedures and supporting documentation;
  • preparing training material and providing training;
  • supporting the evaluation and monitoring of the ESA supply chain quality;
  • contributing to the dissemination of the results of the activities performed and the transfer of knowledge across the Agency;
  • defining, initiating and managing R&D activities (within the post holder’s field of competence) covering both long- and short-term needs;
  • contributing and, upon request from line management; participating to the Directorate Competence Domains;
  • supporting the establishment and implementation of standards and best practices in ESA.


Duties may also include supporting other activities within the post holder’s field of competence. The selected candidate will have to be highly pro-active while performing the above tasks.
 

Technical competencies

 A Master’s degree or equivalent qualification in engineering or technical sciences.

Additional requirements

Knowledge of ISO 14001, OHSAS 18001 or ISO 27001 standard is considered an asset.

Knowledge of ECSS standards is considered an asset.

Candidates must be eligible for security clearance by their national security administration.

The working languages of the Agency are English and French. A good knowledge of one of these is required.
Knowledge of another Member State language would be an asset.

Recruitment will normally be at the first grade in the band (A2); however, if the candidate selected has little or no experience, the position may be filled at A1 level.
