OVERVIEW OF THE FUNCTIONS OF THE POST

Under the authority of the Director of the Human Resources Management Bureau (HRM) and the direct supervision of the Head of Administrative Law Unit/Senior Legal Officer, the incumbent shall contribute to the Unit’s work in preventive action and Staff Regulations and Rules compliance.

For this purpose, the incumbent will be required to:

  • Review complaints, and protests against administrative decisions, and draft recommendations to the Director-General;
  • Organize meetings and ensure the smooth functioning/services of advisory boards (Joint Disciplinary Committees and Reports Board): prepare the hearings of the Joint Disciplinary Committee and of the Reports Board, serve as Secretary of the boards and prepare subsequent reports and recommendations from HRM to the Director-General for decision;
  • Examine any other requests and complaints related to human resources legal issues; prepare draft HRM reply and/or recommendation for other Sectors/ Bureaux/ Offices and/ or Director-General
  • Review the legal aspects of draft administrative circulars, memoranda of agreements and others texts referred to HRM for comments or clearance;
  • Conduct in-depth research and studies on both legal and factual aspects of the issues of human resources and undertake any other duties as requested.

Education

  • Advanced university degree (master degree or equivalent) in International Law.

Work Experience

  • A minimum of two (2) years of experience in the legal field.
  • At least one (1) year of experience in legal and/or human resources field at international environment.

Skills/Competencies

  • Solid analytical skills and ability to speak and present effectively, concisely and persuasively.
  • Good knowledge of international administrative law.
  • Excellent written and oral communication and drafting skills.
  • Excellent interpersonal and client-oriented service approach.
  • Ability to work in a team and maintain effective working relationship in a multicultural environment.
  • Ability to take initiative in follow up actions.
  • Discretion, integrity and tact.
  • Ability to work well even under pressure.
  • Good IT skills.

Languages

  • Excellent knowledge of English or French (oral and written) and good knowledge of the other language.
DESIRABLE QUALIFICATIONS

Education

  • Specialization in international administrative law.

Work Experience

  • Experience in human resources legal issues and litigation.
  • Experience in preparing legal opinions on issues related to international administrative law.

Skills/Competencies

  • Knowledge of the UN common system regulatory framework.
  • Knowledge of the jurisprudence of the Administrative Tribunal of the International Labour Organization.

Languages

  • Knowledge of another official language of UNESCO (Spanish, Arabic, Russian or Chinese).
