NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria . As a leading humanitarian organization, we support displaced persons by implementing programmes across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programmes.

The Syrian Crisis is in its ninth year, but the level and intensity of conflict in the country remains high. Humanitarian and protection needs are overwhelming. According to OCHA, 11.1 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.1 million people in Syria are living in protracted displacement. Most IDPs have sought refuge with host families and in abandoned or unfinished buildings, which are often overcrowded. Elsewhere, they reside in tents or makeshift accommodation in informal settlements and camps. 3.7 million school-aged children are in need of support and 2.1 million are out of school and disconnected from learning and their peers.

Duties and responsibilities
The Area Programme Manager (APM) is responsible for overseeing a substantial part of NRC’s Northeast Syria Area Office programme. They will ensure strategic direction and quality assurance as well as monitoring of NRC Syria Response Office (SRO) programme in Northeast Syria, as well as relevant staff mentoring and capacity development. The APM will further ensure that all projects and project activities meet relevant quality and compliance standards, extend adequate levels of high-quality support and supervision to the Project Managers/ Coordinators, and contribute extensively to new programme development. The APM will ensure that NRC continues to implement holistic, needs-based, integrated area-based programme and will represent NRC at relevant coordination forums, as delegated by the Area Manager. Knowledge, skills and experience that will help you succeed in this role

Generic Professional Competencies:

  • At least four years in a management position in a humanitarian and/ or recovery context;
  • Previous experience working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Demonstrated experience and understanding of Project Cycle Management and team leadership skills/ profile, including own;
  • Fluency in English is essential, both written and verbal. Understanding of Arabic is considered an advantage;
  • Computer literate in Microsoft Office, including strong skills in Word, Excel and Outlook.

Context/ Specific Skills, Knowledge, and Experience:

  • Knowledge of the context in Syria;
  • Experience in needs assessment, project monitoring and evaluation, and programme development;
  • Knowledge of multiple core competency programming and expertise in one or more of NRC’s Core Competencies is considered an advantage;
  • Good communication skills, with capacity to directly influence and negotiate with a wide range of stakeholders;
  • Strong leadership skills and a supportive management style;
  • Experience of a flexible approach to managing and prioritising a high and diverse workload.
