Organizational Setting

The Social Policies and Rural Institutions Division (ESP) coordinates FAO's work on social protection, gender equality, decent rural employment, rural institutions and people's empowerment, and the right to food. It is responsible for working with member countries and other partners to reduce rural poverty through strengthening social protection systems, diversifying rural employment opportunities, reducing gender gaps and other social inequalities in agriculture, strengthening producer organizations, improving the rural poor's access to productive resources and rural services, and achieving the overall goal of realizing the human right to adequate food for all.
The function is located in the Decent Rural Employment Team.

Reporting Lines
The Programme Officer reports to the Rural Migration Officer, Decent Rural Employment Team, ESP.

Technical Focus
Support the implementation of Decent Rural Employment Team's portfolio of projects on migration. In this regard, the Programme Officer will assist in formulating, managing and implementing assigned projects, activities and initiatives, including those related to knowledge generation, capacity building and policy dialogue.

Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions
• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation;
• Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
• Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;
• Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.;
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions
• Contributes to FAO's participation in global migration fora, in particular the Global Forum on Migration and Development and the UN Network on Migration, ensuring mutual exchange between country activities and global processes, and contributes to developing and expanding partnerships on rural migration with UN and other development partners at the global, regional and national level;
• Participates in multidisciplinary teams fostering implementation of the FAO Migration Framework and the FAO internal uptake of rural migration priorities therein and contributes to the formulation and design of FAO projects and programmes on rural migration;
• Coordinates and technically contributes to quantitative and qualitative knowledge generation on rural migration dynamics and decent rural employment promotion and subsequent dissemination of results to support related policies and programmes;
• Supports multisectoral policy dialogue and the provision of policy and technical assistance to selected member countries as well as FAO's technical and decentralized units on rural migration and decent rural employment;
• Supports FAORs and country teams in contributing to the implementation of the Global Compact on Migration objectives related to FAO's mandate as well as in the formulation, implementation and monitoring of country work plans related to rural migration by guaranteeing participatory monitoring, performance assessment, and supervising national coordinators;
• Collaborates in capacity development activities involving the development of tools and guidance materials related to rural migration and decent rural employment promotion, planning and organizing of seminars and training workshops at regional and national level, in collaboration with decentralized offices, and the preparation of related information materials, including online tools;
• Coordinates outreach and communication activities related to the programme activities as well as opportunities for interregional dialogue and sharing of good practices.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in social science, political science, international development, international relations or a related field;
• Five years of relevant experience in project formulation, project or programme management, policy support, knowledge generation and capacity development or related area;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in policy advice, technical support, capacity development and knowledge generation on rural migration dynamics and decent rural employment, preferably in multiple FAO regions;
• Extent and relevance of experience in programme/project formulation, analysis, planning and implementation and experience in mainstreaming migration;
• Extent and relevance of experience in global migration fora and in working with national governments, intergovernmental bodies, UN agencies and processes at different levels associated with rural migration and development;
• Familiarity with the FAO Migration Framework and the Global Compact on Migration is a strong asset;
• Understanding of FAO policies and programmes is considered a strong asset;
• Working knowledge of English and French is desirable.
