BACKGROUND

In July 2019, the UN Secretary General commissioned the five main UN agencies working on child wasting (FAO, UNHCR, UNICEF, WFP and WHO) to develop a Global Action Plan to accelerate progress against the SDG targets on child wasting. In March 2020, the agencies released the GAP Framework, identifying the conceptual and strategic frameworks to guide future efforts. UNICEF was tasked with building on this Framework and developing an Operational Roadmap for its implementation in high-burden countries. The Roadmap should include concrete, high-impact actions to be scaled up by national governments, as well as the resources and support needed from different stakeholders to enable the acceleration of these efforts in the 2020-2025 period.

 

The aim of this consultancy is to support UNICEF and its UN partners in developing the GAP Operational Roadmap by building consensus around government priorities, targets and actions in key high-burden countries and identifying commitments to support these efforts amongst key stakeholders across multiple sectors and systems

 

Terms of Reference / Deliverables

 

The specific objective of this consultancy is to facilitate in-country dialogue and discussions in key high-burden countries on key priorities, actions and targets for the prevention and treatment of child wasting.

 

  • Facilitation plan for in-country consultations
  • Facilitation of up to six (6) in-country consultations
  • Finalization of consultation reports

 

Qualifications

 

(1) Education

  • MSc in Epidemiology and Nutrition or associated public-health discipline.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook.

 

2) Work experience

  • Experience in multi-stakeholder facilitation and inter-agency collaboration in support of public health and/or nutrition outcomes
  • At least 5 years professional experience in nutrition policy and programming.
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential. 

 

3) Competencies

  • Knowledge of the global nutrition architecture and strategic stakeholders/partners.
  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

 

Requirements:

  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference (can be downloaded here: https://www.unicef.org/about/employ/index_consultancy_assignments.html 
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

 

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
