Overview of position |
- The humanitarian situation in Yemen continues to deteriorate. The sociopolitical & economic situation changes frequently, demanding greater flexibility & adaptability from the actors responding to the situation should they be effective. This needs continuous active learning based on concrete evidence generated through a robust analytical process using data that is of high quality.
- In the second half of 2019, YCO carried out an assessment of the Information Management (IM) function which identified data quality & capacity of partners as core IM issues. The quality of data generated through various program & cluster IM systems is varied. Quality checks where done are not conducted in a systematic manner & are mostly focused on data verification's & don’t assess the underlying data quality issues. As such, these quality checks in turn don’t facilitate the development of action plans to improve data quality. Moreover, there is no single tool for Data Quality Assessments (DQAs) to check on broad data quality dimensions i.e. access to data, output quality 1, process quality & institutional quality. Focused attention to data quality dimensions is essential in supporting the generation of information that is trusted for decision making & coordination.
- To deal with this, PME intends to establish a systematic & comprehensive DQA mechanism for UNICEF YCO.

Role objectives |
The overall objective is to establish & operationalise a systematic Data Quality Assessment (DQA) mechanism to improve data quality in terms of access to data, output quality, process quality & institutional quality & enhance partner capacity.
Aim:
- Data that are trusted & useful.
Specific objectives:
- To establish & operationalise a systematic data quality assessment mechanism to improve quality of data available to YCO in terms of access to the data, output quality, process quality & institutional quality.
- To build capacity of YCO IM & M&E staff to conduct data quality assessments.
- To conduct DQA’s based on the established DQA mechanism & build capacity of partners on data & information management.
Scope of work, activities, tasks, deliverable's & timelines:
- The service provider will support the operationalisation & implementation of an effective mechanism for YCO to carry out systematic DQA's as per below cycle.
- The mechanism will look at the data quality dimensions of: Access to the data, Output quality, Process quality & Institutional quality.
Data quality dimensions: Access:
- Accessibility: Can I find the data I need easily?
Output quality:
- Relevance: Do the data measure what I need / what it says they do?
- Accuracy: How accurate are the data?
- Timeliness: Are the data timely?
- Interpretability: Do the data make sense?
Process quality:
- Can I see how the data was obtained?
- Appropriate sources, metadata, sound methods, systems & ethical data practice.
- Do the data handing process minimize / check for data handling errors?
- Review procedures: Do the methods reflect best practice?
Institutional quality:
- Impartiality & objectivity: Is the organisation impartial & objective?
- Transparency & credibility: Is the organisation transparent & credible?
Methodology: To achieve above, the Yemen country office has finalised a common DQA tool & a guidance note. The next steps include the engagement of a 3rd party service who will conduct the following as per the DQA cycle
- Develop work plans: Develop work plans to carryout DQA with identified & prioritised partners who have the most data quality issues (the list will be provided by YCO).
- Conduct systematic DQA at 3 levels:
- Service delivery site (e.g. HFs, community etc.) (through TPM’s lead by FO IMOs & M&E Officers).
- Intermediate data aggregation site (e.g. GHOs) (through TPM’s lead by FO IMOs & M&E Officers).
- National M&E / IM system (e.g. National Health Ministry / MOPHP) (through TPM lead by National IMOs & PME monitoring unit).
- Identify data quality issue & system weaknesses.
- Develop data quality improvement plan: The plans will be developed with the partners to improve data quality & address broader IM / data management system weaknesses.
- Followup & evaluate: Followup on the data quality improvement plan i.e. assessing & tracking progress on implementation & measuring improvements.
Changes in data quality will be evaluated & documented on a yearly basis to monitor progress. This will be done by conducting periodic data quality audits to measure the changes in the quality of data that is being generated & shared by partners also, a gender monitoring checklist will be developed & adopted to improve the gender aspects of data quality.
