Job Description

WISH2ACTION is a DFID’s flagship SRH program operating in 16 countries globally; IRC implements the project in 4 countries including Uganda, Ethiopia, Somalia and South Sudan. In Uganda, IRC implements the project in a consortium led by International Planned Parenthood Federation (IPPF) through its member association Reproductive Health Uganda (RHU) together with Mariestopes Uganda (MSUG), Development Media International (DMI), Options and Humanity and Inclusion (HI). The project locations for IRC in Uganda are Bidibidi and Palabek settlement in Yumbe and lamwo district respectively. The two location have a total of 28 static service delivery points and each service delivery point conducts community outreaches.

WISH2ACTION is a three year project running from October 2018-September 2021. (Q4 2018-Q3 2021)

Project Key Performance Indicators

The project has five Key Performance Indicators as follows;

  • Couple Year Protection (CYPs) = 85,549
  • Poverty (parity with national average using the multi-dimensional Poverty index)
  • Additional Users = 8,685
  • Youth (15% of all clients served by the project should be <20years)
  • To achieve the above KPIs the IRC will implement the project through the identified 28 Service Delivery Points through static and outreach service provision with in and around the refugee settlements. The service delivery points are supported by the community health arm to generate demand for the services.

Main Objective

Provision of effective and efficient SRH/Family Planning services according to MoH protocols, policies and guidelines ensuring quality services delivery and increase FP uptake through bridging existing gaps in capacity, demand creation and quality of care of SRH/FP service delivery in Yumbe and Lamwo.

Duties and Responsibilities

Service Provision

  • Mobilization of clients and family planning information sessions for clients in supported facilities.
  • High quality group and individual counselling sessions to clients interested in taking up Family Planning Services, including Post-partum family planning (PPFP), in supported facilities
  • Coordinate clinic days, outreaches and other events at supported facilities
  • Champion provider initiated family planning approach (PIFP)
  • Provide short and long acting FP Methods
  • Effective referral of clients wishing to undertake permanent methods such as tubal ligation (TL) and vasectomy to pre-determined points
  • Manage family planning complications or side effects that may occur in the supported facilities
  • Ensure adverse events are reported as per the guidelines recommended by the donors
  • Ensure follow up and retention of FP users
  • Ensure appropriate and correct quantification of contraceptive commodities and effective use of facility LMIS to prevent stock outs
  • Be a focal point for quality issues at the supported facilities through liaising closely with the Reproductive Health Officers (RHOs) to improve follow-up systems
  • Data management and reporting
  • Report monthly on all services and issues arising
  • Ensure that accurate data is captured within the HMIS and is reported to IRC

Capacity Building

  • Assess technical competency of the providers in FP/PAC and recommend for certification
  • Record all training needs as a result of visits to the supported facilities and agree  on support needs
  • Plan and provide on-job training and mentorship for providers in the supported facilities
  • Ensure SOPs and guidelines are strictly followed
  • Observe providers regularly, record progress and provide support needs
  • Set improvement targets

Accountability & Confidentiality

  • Ensure clients information is documented and should be keep confidential after making choice on any family planning method
  • Account for all funds and/or IRC assets in accordance with the IRC accounting procedures

Expected Outputs

  • Increased uptake of FP services  ( especially long term methods)
  • Improved coordination of activities
  • Improved data quality
  • Increased contact time with providers
  • Increased number of completed referrals
  • Enhanced facility capacity to deliver quality clinical services
  • Improved retention in care for clients.

Reporting

The roving midwife/nurse will be part of a team and will report to the team leader. The team leader will in turn report to the Zonal RHO.

Duration

This assignment is scheduled to take one (1) year from 01st April 2020 to 31st March 2021. Renewal will be based on satisfactory performance and availability of funds.

Terms of Payment          

In consideration of the Services performed by the roving midwife/nurse under the Contract, the IRC shall make such payments in the manner provided by the Contract;

IRC shall pay the roving midwife/nurse a professional fee of UGX 80,000/= per day worked but not exceeding 22 days per month. The professional fee shall be paid at the end of the month following submission of reports and a timesheet and shall be subjected to 6% WHT tax. The number of days worked shall depend on the approved work plan.

Qualifications

  • A Diploma/ Certificate in Clinical Medicine, Nursing and Midwifery or any other related field.
  • At least two years’ experience in Family Planning Services delivery.
  • An up to date registration certificate from a recognized institution is a must.
  • Computer literate with knowledge of basic programs MS Office.
  • Knowledge of medical procedures, terminology and equipment, excellent proven knowledge of all family planning methods.
  • Proven communication skills at counseling and Family Planning Level.
  • Excellent Verbal and written communication skills.
