Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
In this project, FAO in partnership Wageningen University and Research will seek to support the Government of Bangladesh at different levels to develop an appropriate food agenda for the Dhaka Metropolitan Area. On one hand it will build urban food planning capacity and skills, while on the other it will explore policy options to improve access to and the distribution of safe, healthy and nutritious food within the DMA, reduce urban food waste and encourage consumers at all levels of society to make more informed food choices. Strong engagement with both the private sector and civil society will be necessary to support the desired enabling policy and regulatory environment to assist the Government of Bangladesh achieve its obligations under the New Urban Agenda

Reporting Lines
The Nutrition and Food Systems Officer reports to the Chief Technical Adviser. He/she will collaborate with the Country Programme/Operations/ Administrative Units, in consultation with the relevant technical units at FAO headquarters and technical units at the Regional Office for Asia and Pacific (RAP).
Technical Focus
Support to implementation of FAO nutrition and food systems agenda at global, regional, subregional and/or country level.

Key Results
Research and analysis of information, data and statistics, and the maintenance and updating of related tools, methodologies, and/or databases to support the delivery of programme products, projects, publications, and services.

Key Functions
• Researches and analyses [agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related] data, statistics and information to provide technical, statistical and/or policy related information and analysis to support the delivery of economic and social development programmes work, products, projects, publications and services;
• Produces a variety of technical reports and input for technical documents, departmental publications and/or web pages;
• Provides technical, statistical, and/or analytical services on various studies, projects, and/or assessments and provides technical backstopping to field projects;
• Participates in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases, and/or key social/ economic/ environmental/ nutritional and/or early warning indicators, etc.;
• Participates in multidisciplinary teams, collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in capacity development activities involving the planning and organizing of training workshops, seminars, and major meetings and the preparation of related information, materials, online tools and information kits;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Participates in resource mobilization activities.

Specific Functions
• Provides detailed investment and policy advice to local Governments to support introduction of new approaches and interventions;
• Supports relationships with key project partners including Ministry of Local Government, Rural Development and Co-operatives (MoLGRDC), the four city corporations, Embassy of the Kingdom of the Netherlands (EKN) and Wageningen University & Research (WUR) and the Consultative Group for Urban Food Systems Strategies (CGUFSS);
• Provides technical, statistical, and/or analytical services on various studies, projects, and/or assessments and provides technical backstopping to field projects;
• Participates in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases, and/or key social/ economic/ environmental/nutritional and/or early warning indicators, etc.;
• Collaborates in capacity development activities involving the planning and organizing of training workshops, seminars, and major meetings and the preparation of related information, materials, online tools and information kits;
• Contributes to the promotion of knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Supports the four city corporations and guide the review of current legislation, rules and regulations impacting the performance of the food system in the City of Dhaka;
• Reviews, comments and costs proposed interventions towards improving the food system in the City of Dhaka;
• Prepares benefit/cost statements for proposed interventions in the City of Dhaka;
• Identifies upstream and downstream investments to improve market efficiency and reduce transport costs, food losses and waste in the City of Dhaka;
• Reviews the potential impact of implementing policy change on the private sector and explore how best to involve the private sector in the process;
• Identifies challenges, opportunities and risks in implementing urban food policy at a national and local government level;
• Provides policy advice to the CGUFSS and facilitates discussion on proposals that would favour an enabling environment for the urban food agenda in Dhaka;
• Assists and supports the local food policy consultant, MoLGRDC and the city corporations with stakeholder consultations and the drafting urban food policy;
• Identifies capacity building and institutional requirements for the implementation of more effective food policies;
• Contributes to the evaluation of alternative change management strategies;
• Provides technical support for the annual TAT work plans and budgets;
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in development economics or public policy, nutrition, nutrition policy, food studies or a related field ;
• Five years of relevant experience in project management, economics/financial and statistical analysis related to food and nutrition security, agricultural and agribusiness development, or related topics;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in economics or socio-economics including socioeconomic and financial analysis of policies and interventions related to food and nutrition security, agricultural and agribusiness development, or related topics;
• Demonstrated capacity to develop business models and business plans;
• Demonstrated capacity to convert analysis into policy and recommendations for interventions ;
• Extent and relevance of experience in urban contexts of developing countries is an asset;
• Demonstrated project management skills to ensure support to project implementation;
• Demonstrated capacity to support the coordination of country-level activities and to contribute to consultative processes involving multiple partner institutions and stakeholders.
