Purpose of the Position

To support the Director Polio and the Regional Center for Polio Eradication in the management of administrative, planning and

logistics support and financial data. Support planning and implementation of the EMR polio programmes through the creation of effective log frame, tracking and monitoring tools to manage the priority activities of the programme. Provide advice and services in some or all of the following areas\: human resources management, general administration, execution of the programme-related procurement activities, fixed asset management, liaison with other UN Agencies and focal point for information technology.

Job Description

The World Health Assembly (WHA) has declared polio eradication a Public Health Emergency and the Emergency Committee of the

IHR has declared polio eradication a Public Health Emergency of International Concern (PHEIC). The Global Polio Eradication and End Game Strategic Plan aims not only to complete the eradication of polio and certify eradication globally, but also to assess, control and mitigate risks, and to ensure that the investments made to eradicate poliomyelitis contribute to future health goals through an effective transition process. The WHO Eastern Mediterranean Regional Polio Programme is structured to ensure that human, material and financial resources are available to effectively support planning, implementation, monitoring and evaluation of all activities required to fully implement the Strategic Plan, including continuous and close relations with global and regional partners, government counterparts, and stakeholders.

Under the direct supervision of the Deputy Director, Polio Eradication, the incumbent assists with the development of both data bases and related tools, as well as support for creation of detailed work plans, including timeframes and planned cost estimates, performance tracking and financial reporting, budget documents, monitoring of implementation, and risk tracking and management. This requires contacts with technical and administrative staff in the department, with counterparts at Regional and Country Offices, and some contacts with counterparts and GPEI partners outside the Organization to establish common understanding on work plans budgetary matters and evolving risks.


Summary of Assigned Duties \: To provide support and assistance to the Deputy Director, in particular\:

  1. Maintain up-to-date information with regard to compliance and standards, and ensure the donor guidelines and requirements as described in the donor agreements, as well as internal arrangements are respected.
  2. Monitor and track project expenditures against budgeted expenditures.
  3. Monitor timely award closure engaging both finance and programme staff well in advance of closure deadlines.
  4. Coordinate donor reporting exercise (including relevant data collection from all concerned staff and offices) ensuring high-quality, well-written, accurate, and timely narrative reports (monthly, mid-term and/or final) meeting the donor and WHO standards and requirements.
  5. Develop data bases and tools which allow for clear tracking of workplan implementation, expenditures and human resources for the EMR polio programme;
  6. Assist with the development of work plans,including timeframes and tracking and monitoring project implementation using project tracking systems, including monitoring cost changes, expenditure to date, rate of expenditure, and costs to complete;
  7. Contribute to the development of Gantt charts and progress reports, detailed up-to-date implementation reports and other related information to facilitate reporting and management,and inform financial and administrative staff in the department and at Regional and Country Offices, and at headquarters;
  8. Develop and manage a tracking system to provide oversight on implementation of all POLIO EMR grants to ensure risk compliance and risk mitigation.
  9. Support the Deputy Director in the overall functioning of the department ensuring efficient management of events and meetings, asset control and tracking, logistics support, documentation and serve as the focal point to address information technology needs of the department.
  10. As required, to undertake administrative reviews, identifying areas to be strengthened and appropriate actions leading to improvement;
  11. Support administrative and operational needs of country offices on temporary basis as needed.
  12. Liaise with EMRO focal points on areas related to compliance, programme management and finance for reporting and oversight, as well as trouble shooting with related workflows and systems

Functional Knowledge and Skills -

Sound organizational, analytical and evaluation skills, complemented by a good knowledge or understanding of work planmanagement, project management skills, WHO financial rules and regulations.

Strong working knowledge of information management systems and data bases. Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy. Ability to write in a clear and concise manner and to convey written information in an effective manner.


Education Qualifications \:

Essential\: University degree (BA or equivalent) in management, project management, business administration, computer science or a

relevant combination of professional and academic qualifications.


Desirable\: Specialization in information technology, management

or financial related discipline.


Experience -

Essential\: Two years' experience in administrative work in support of programme management, at national or

international level, preferably within UN System and/or governmental or non-governmental organization.


Desirable\: Proven experience in information management. Working experience with WHO and/or other UN

agencies


Languages-

Required\: Excellent knowledge of English language.


Desirable\: working knowledge of Arabic language.


Other Skills (e.g. IT)\: Proficiency in MS Access, MS Office, data bases

and working knowledge of ERP applications
