OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Education (ADG/ED) and the direct supervision of the Director of the UNESCO Bangkok / Asia and Pacific Bureau for Education, the incumbent plays the role of a team leader of the Executive Office of UNESCO Bangkok and manages and guides a team of staff to lead the regional coordination of the Education Sector’s programme cycle, namely, programming, planning, reporting, monitoring and evaluation. S/he is expected to advise and guide programme specialists in UNESCO Bangkok and other Field Offices in the region where it relates to the programme management, partnership building and knowledge management. S/he will be expected to perform the following main responsibilities:

  • Coordinate the Education Sector’s programme cycle management in Asia and the Pacific, especially to prepare biennial programme budget in consultation with the Education staff in UNESCO Bangkok, Field Offices and the Executive Office in HQ, monitor the progress, and support reporting and evaluations.
  • Act as Head of Executive Office, provide guidance, technical backstopping, supervision and capacity development to its staff members.
  • Coordinate and provide advice on UNESCO Bangkok’s strategic and programmatic matters by ensuring the common understanding among the Office staff and effective follow-up.
  • Oversee the coordination and the management of funds-in-trust programmes and support the office-wide fund-raising efforts.
Long Description
  • Coordinate or support activities, consultations and events to promote UNESCO’s visibility and knowledge products in view of mobilizing resources and further developing partnerships. 
  • Lead and manage cross-sectoral/multi-office programme activities to maximize synergies among Offices in Asia-Pacific, and also with HQ and UNESCO Institutes in the areas of competence of the Organization to contribute to the implementation of the Agenda 2030 for Sustainable Development, in particular SDG 4.  
  • Lead and manage the partnership and collaboration with education stakeholders at the regional level, including the regional intergovernmental organizations, UN entities, National Commissions for UNESCO, universities, UNESCO Associates Schools, NGOs, etc.
  • Planning, implementation, monitoring and evaluation of regional programme and project activities to promote SDG4-education 2030 in the Asia-Pacific region.

REQUIRED QUALIFICATIONS

Education

  • Advanced University degree (Masters or equivalent) in the field of education, psychology, economics, development studies, social sciences, or in another related field.

 

Work Experience

  • Minimum of 7 years of progressively responsible relevant work experience in the field of educational policy advice, and any relevant areas e.g. policy planning and management, teacher education, curriculum development, pedagogy, learning assessment, etc. of which preferably 3 years acquired at the international level. 
  • Demonstrated experience in programme coordination, monitoring and evaluation.
  • Demonstrated experience in fundraising, resource mobilization and partnership development.

Education

  • Knowledge of the SDG 4, including regional frameworks.
  • Understanding of the educational challenges in Asia-Pacific.
  • Familiarity with the work and general functioning of international organizations and/or the UN System.

 

Languages

  • Fair knowledge of French.
