The incumbent normally reports to a higher-grade Talent Development and Performance Officer. The Assistant Talent Development and Performance Officer is responsible for providing technical and policy advice on Performance Management to individual staff members, managers and team members. The incumbent will work quite independently on regular assignments with an oversight from the supervisor, who will provide general guidance and work plans for identifying work priorities and appropriate approaches. Work is controlled for meeting expected results and conformity to policy and procedures.
The Assistant TDP Officer is responsible for overseeing performance management tasks such as the management of conversions from GS to NO, conducting quality assurances checks on performance appraisal documents, administration of rebuttal cases and facilitating training for in-house and field focal points. Thus, the incumbent needs to be very meticulous when providing information/advice with a view to maintaining a consistent approach in the interpretation and application of relevant policies. A strong cooperation with other Sections/Units within DHR and within the Organization as a whole is critical for the achievement of the Section's objectives and therefore the incumbent of the position is required to closely collaborate with, among others, the Regional Bureaux, the Personnel Administration and Payroll Section, the Posting Unit, Affiliate Partnership and Recruitment Section and Assignment Management Section. 
Moreover, the incumbent should be able to generate statistical reports and use data tools for performance management processes, in order to provide the required technical and organizational support to the Performance Management Unit.
The incumbent will give system and functional support to the Talent Development and Performance Section by resolving specific incidents pertaining to problems encountered by the clients in dealing with MSRP, performance management module and talent development tools and processes.  
As the Assistant TDP Officer will be dealing with very confidential information concerning all UNHCR staff members the incumbent needs to demonstrate discretion, be service-oriented when dealing with clients of all grades, demonstrate sound judgement, and know when to refer the case/issue to his/her supervisors for consultation. The incumbent may supervise GS staff members, providing technical support towards deliverables.

Duties
- Support performance management and talent development capacity building initiatives for both HR and Managers in the field through the development and delivery of training/webinars on key aspects of talent development and performance management career conversations, including training.
- Contribute towards the design and create tools for performance monitoring - talent identification/early identification of poor performance and assist managers in dealing with underperformance.
- Support the Unit in developing training materials on performance management and deliver webinars.
- Support team members on Performance Management policy related interpretation and guidance.
- Review all performance related documentation prepared by focal points and manage oversight of admin processes, documentation and application of performance management policy.
- Assist in providing end-user level support on ePADs and Performance Management issues via PAM Support helpdesk activities (Global Service Desk).
- Carry out regular quality assurance checks on performance management appraisals.
- Provide support to the PM Unit in preparing reports, correspondence, technical documents, project or programme plans and general reference documents. 
- Perform any other responsibility/function, including acting as back-up for colleagues when on leave/mission, as delegated by the Head of Unit, or the direct supervisor.
- Perform other related duties as required.

- Experience in performance management.

Desirable
- Additional coursework or certification in project management, organizational psychology/development, or human resources management or related field in social sciences would be a strong asset. 
- Knowledge and experience of UNHCR's operations, procedures and issues regarding UNHCR persons of concern.
