Background Information - IPAS

Based in Copenhagen, Denmark, the UNOPS Integrated Practice Advice and Support (IPAS) serves all the regions and headquarters, primarily with advice and solutions to everyday implementation challenges. IPAS consists of a diverse team of subject matter experts in the six practice areas of HR, Administration, Legal, Finance, Procurement, Project Management and Infrastructure. IPAS has three main roles:

Support to operations in the field offices: IPAS provides timely advice and supports actively finding of solutions to everyday implementation challenges, based on policy and best practices. It also provides operational support in specific areas.

Business efficiency: IPAS recommends changes to policies, processes and operating standards based on the feedback and experience of the field offices. IPAS also ensures transparent and efficient project implementation, in line with policy and business needs. 

Body of knowledge: IPAS contributes to research and coordination within the policy groups and project practitioners. It provides structured knowledge and subject matter expertise which is used across practice areas to provide coherent and tailored advice to the requesting offices.

Functional Responsibilities

Under the guidance and supervision of the Finance Specialist – Advisory Services – Treasury & Banking, the Finance Assistant in IPAS Finance, provides financial assistance ensuring high quality, accuracy and effective execution of financial services and processes and transparent utilization of financial resources. The Finance Assistant promotes a client-oriented approach consistent with UNOPS financial rules and regulations.
Summary of Key Functions:

  1. Reconciliation of General Ledger and HQ bank accounts

  2. Support to configure a new Treasury Management System (TMS)

  3. Support to Cash Management operations

  4. Support to field offices on Banking & Treasury operations

  5. Knowledge management support


1. Reconciliation of General Ledger and HQ bank accounts:

  • Perform reconciliation of General Ledger accounts and verify data accuracy in a comprehensive manner, involving field offices and third parties when required;

  • Be responsible for the timeliness provision and correctness of financial data coming from field offices and other third parties;

  • Perform bank reconciliation of bank accounts with thoughtful accuracy and timely action in line with UNOPS Financial Rules and Regulations.

2. Support to configure and carry out tasks in the new Treasury Management System:

  • Provide support for the establishment of connectivity between UNOPS and UNOPS banks through different connectivity channels;

  • Collaborate with internal and external stakeholders for the configuration, setup and testing of new TMS modules as well as ERP-TMS interface; 

  • Provide timely and appropriate support during the Go-Live and transition phase with a strong focus on ensuring smooth operations and also perform tasks in the TMS when it will be operational.

3. Support to Cash Management operations:

  • Provide support for the review of requests from field offices related to Operational Advances, Petty Cash, Prepayments, Bank Guarantees, Credit Card payments and Prepaid-card payments;

  • Carry out Monitor & Oversight tasks to keep track of pending/outstanding cases and requests with field offices in order to ensure smooth operations and appropriate compliance.

4. Support to Banking & Treasury operations:

  • Provide daily support to the team for the implementation of tasks related to the Banking & Treasury activity;

  • Preparation and/or review of payment requests for completeness prior to processing to ensure that documentation is complete and all information concerning the payment has been supplied; proper accounting codes used; certification of services rendered/goods delivered is written on the payment document and duly signed by authorized officials; payment to subcontractors are in compliance with terms and conditions of agreement;

  • Review and confirmation of validity of charges by verifying authorized amounts and ensuring availability of budget and funds.

5. Knowledge management support:

  • Provide support drafting all policies and processes related to the newly implemented modules in OneUNOPS as well as in the TMS;

  • Provide support and assistance for the preparation of training materials to deliver training to field offices on finance-related topics;

  • Support in the organization of finance trainings for colleagues in the field offices;

  • Facilitate meetings, trainings, workshops, conferences and seminars;

  • Assist in drafting reports and minutes during the meetings.

Education/Experience/Language requirements

Education

  • High school diploma / secondary education is required;

  • Higher degree (Bachelor's or Master's) in Finance, Accounting, Economics, Business Administration, International Business, Management or other finance-related field is considered an asset and can be a substitute for some years of relevant working experience.

Experience

  • 4 years of relevant finance experience is required at the national or international level (with a high school diploma / secondary education);

  • Proficient experience with office software packages (MS Office and/or G Suite) and advanced knowledge of spreadsheets and databases is required;

  • Experience in handling web-based management systems is desirable;

  • Experience with Treasury Management System softwares would be an asset.

Languages

  • Fluency in written and oral English is required;

  • Proficient knowledge of French and/or Spanish is desirable;

  • Knowledge of other UN working languages would be an asset.
