Overview of position
  • Based on a long standing partnership & our clients previous experience in implementing large & medium size humanitarian agency funded urban upgrading & infrastructure projects across Somalia, our client is continuing supporting this type of infrastructure projects through the establishment of a new instrument called “local infrastructure facility”.
  • With the global outbreak of corona virus, the local institutions across Somalia, our client will assist in the provision of medical equipment to assist in treating patients affected by the corona virus. 
Role objectives
  • The objective of the assignment is to define the number of packages needed & their technical details. In addition, the Expert should provide assistance to our client based in Somalia  in the procurement of the needed medical equipment.
  • Under the overall direction of the Senior Program Manager & direct supervision of the LIF Project Manager, the Medical Equipment Expert will be responsible to review the list of equipment requested, conduct consultation with representatives of the relevant local institutions across Somalia & define the exact needs to enable the local institutions to adequately respond to the current corona virus crisis.
  • More concretely, the Medical Equipment Expert will be expected to perform the following tasks: 
Task 1 – Identification of needs:
Under this task, the Medical Equipment Expert will:
  • Review the list of equipment suggested by the local institutions.
  • Consult the representatives of the local institutions to ascertain the adequacy of the equipment requested, in terms of number & type, to the needs related to the corona virus, taking into the current available infrastructures.
  • In that respect, the Expert will confirm if the type of equipment requested is sufficient or if it needs changes in terms of type or if additional items need to be added.
It is envisaged that the level of effort under Task 1 will not exceed 2 working days.

Task 2 – Definition of equipment:
The Medical Equipment Expert is expected to:
  • Define the type of equipment needed in intensive care units responsible to treat corona virus infected people.
  • It will include the technical details for each item in the individual package.
  • The technical details should be defined to be as a cost effective solution.
  • Define the number of units needed based on the discussions with the representatives of the relevant local institutions & population estimates available.
  • Submit the proposal to the interested parties for review & approval.
It is envisaged that the level of effort under Task 2 will not exceed 1 working day.

Task 3 – Assist in the procurement of equipment:
  • Under this task, the Medical Equipment Expert will assist our clients LIF Procurement Analyst in identifying potential sources for the equipment.
  • Further, the Medical Equipment Expert will review the equipment proposed by the potential vendors to confirm that they meet the technical requirements set.
It is envisaged that the level of effort under Task 3 will not exceed 2 working days.

Task 4 – Assist in the preparation of the infrastructure:
The Medical Equipment Expert is expected to:
  • Consult with the representatives of the relevant local institutions on which premises will be allocated as corona virus ICUs.
  • Provide advice on how to adapt the premises that will be allocated for the corona virus ICUs to meet the sanitary requirements for contagious diseases.
It is envisaged that the level of effort under Task 4 will not exceed 3 working days.

Task 5 – Assist in the installation of equipment:
Under this task, the Medical Equipment Expert will:
  • Prepare a basic guide on how the equipment needs to be installed.
  • Assist our client LIF in case of difficulties in the installation of the equipment.
It is envisaged that the level of effort under Task 5 will be a minimum of 3 working days.

Deliverable's:
The Medical Equipment Expert shall submit the following deliverable's:
  • Standard ICU packages proposal.
  • List of potential vendors.
  • Premises adaptation report.
  • Installation guide.
  • Deliverable's shall be submitted in a digital version.
Project reporting
This role works under the overall direction of the Senior Program Manager & direct supervision of the LIF Project Manager.
Key competencies Education:
- Master’s Degree or equivalent in Medical Sciences.

Experience:
- At least 10 years of experience in medical equipment projects.
- Experience of the Somalia context will be an asset.

Language requirements:
- Excellent English skills (both written & verbal).
- Knowledge of Somali language is an asset.
Team management
This role does not have any team management responsibility.
