Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) Myanmar in collaboration with Ministry of Agriculture, Livestock and Irrigation (MOALI) is implementing the project entitled “Programming and Capacity Building Support to Agriculture Sector Priorities on Early Warning Early Action and Community-based Disaster Risk Management in Myanmar” with the funding resource of FAO through the Technical Cooperation Programme (TCP) and “Improvement of food and nutrition security of vulnerable population in Rakhine State” through the Technical assistant under Pro Act. The TCP project aims to assist government by promoting an enabling programmatic and technical environment for the implementation of two agriculture sector Disaster Risk Reduction (DRR) priorities\: Early Warning Early Action (EWEA) and Community-based Disaster Risk Management (CBDRM). The key areas of the project focus on piloting EWEA for specific hazards including the development of early warning protocols and developing country-tailored Community-based DRM (CBDRM) Framework/Approach that is linked to the Village Development Process (VDP). The Pro Act project aims to restore and protect agriculture livelihoods of vulnerable communities in Maungdaw, Sittwe and Mrauk U Districts of Rakhine State. Reporting Lines The incumbent will work under the overall guidance and supervision of the FAO Representative in Myanmar, the direct supervision of the Emergency and Rehabilitation Coordinator and in close cooperation with the international Climate Change Adaptation and Disaster Risk Management Specialist. Technical Focus The work covered under this Terms of Reference will include technical support to the project’s EWEA component including identification of EWEA needs, development and piloting of an EWEA approach for agriculture, livestock and fisheries/ aquaculture, capacity building among government partners and relevant stakeholders to support EWEA development and piloting, including the implementation of local Early Action Plans.
