Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) Myanmar in collaboration with Ministry of Agriculture, Livestock and Irrigation (MOALI) is implementing the project entitled “Programming and Capacity Building Support to Agriculture Sector Priorities on Early Warning Early Action and Community-based Disaster Risk Management in Myanmar” with the funding resource of FAO through the Technical Cooperation Programme (TCP) and “Improvement of food and nutrition security of vulnerable population in Rakhine State” through the Technical assistant under Pro Act.

The TCP project aims to assist government by promoting an enabling programmatic and technical environment for the implementation of two agriculture sector Disaster Risk Reduction (DRR) priorities\: Early Warning Early Action (EWEA) and Community-based Disaster Risk Management (CBDRM). The key areas of the project focus on piloting EWEA for specific hazards including the development of early warning protocols and developing country-tailored Community-based DRM (CBDRM) Framework/Approach that is linked to the Village Development Process (VDP). The Pro Act project aims to restore and protect agriculture livelihoods of vulnerable communities in Maungdaw, Sittwe and Mrauk U Districts of Rakhine State.

Reporting Lines

The incumbent will work under the overall guidance and supervision of the FAO Representative in Myanmar, the direct supervision of the Emergency and Rehabilitation Coordinator and in close cooperation with the international Climate Change Adaptation and Disaster Risk Management Specialist.

Technical Focus

The work covered under this Terms of Reference will include technical support to the project’s EWEA component including identification of EWEA needs, development and piloting of an EWEA approach for agriculture, livestock and fisheries/ aquaculture, capacity building among government partners and relevant stakeholders to support EWEA development and piloting, including the implementation of local Early Action Plans. (EAPs).

Tasks and responsibilities\:
  • Facilitate consultations with relevant stakeholders (including key sectors such as Agriculture, Fisheries and Livestock, etc.) to understand current and future climate/weather and hazard information needs, current means of communication between owners of climate/weather and hazard information, external providers and end users;
  • Finalize technical report on available forecast/EW and institutional capacity for EWEA at National Level (in Agriculture and Livestock sectors) under TCP project
  • Work with ADPC, WFP and German Red Cross to identify and agree on monitoring indicators, thresholds and triggers for key hazards – drought, flood, cyclone for National level under TCP project
  • Develop monitoring indicators, thresholds and triggers for key hazards – drought, flood, cyclone for selected townships under Pro Act and TCP projects
  • Carry out a technical review, provide inputs and facilitate trainings to build the capacity of government partners and relevant stakeholders on critical Early Warning Early Action (EWEA) activities in agriculture to ensure technical soundness and quality
  • Analyse and forecast climate/weather for development of Forecast-based Local Early Warning Early Action Guideline, impact-based forecasting and early warning under Pro Act Project
  • Promote good relationships between different agriculture sectors under the Ministry of Agriculture Livestock and Irrigation (MOALI) and Community Based Organizations, local NGOs and other stakeholders;
  • Avoid overlaps and ensure synergies with the FAO-Asian Disaster Preparedness Centre (ADPC) work on drought risk management, the ECHO-funded project on EWEA/FbF and Shock Responsive Social Protection in ASEAN with Myanmar as a focus country, the FAO PROACT project and other activities.
  • Provide technical support to the country office’s work on emergency response and rehabilitation (such as upscaling of the Maternal Care Cash Transfer (MCCT) programme under the PROACT project)
  • Carry out other tasks in line with the expertise defined in the TOR and perform any other relevant works/duties as and when required;

Minimum Requirements
  • A degree in applied science (A Bachelor’s and/or Master’s degree or higher in Meteorology, Climatology, Agrometeorology, Atmospheric Sciences, Physical Geography, Hydrology, agriculture engineering, or other closely related technical or scientific field of study)
  • At least three 5 years of demonstrated experience working within the agro-meteorology, meteorology field
  • At least 3 years of demonstrated experience with meteorology, weather or climate observation network, implementation, and/or design;
  • Fluency in written and spoken English;
  • Myanmar National;

  • Experience in the tasks described above
  • Extent of relevant expertise in meteorology field
  • Experience in technical oversight on the development of capacity building program on (1) meteorology for technical staffs of the project counterparts and other related government counterparts.
  • Willingness and ability to travel to remote, rural locations
  • Demonstrated project management experience
  • Having been exposed to the planning and development of capacity building plans
  • Fluency in MS Office.
  • Excellent writing, oral communication and inter-personal skills, including demonstrated ability to interact effectively with a broad range of stakeholders (e.g. private sector; NGOs; sectors, government ministries/agencies, general public etc)(essential);

Selection Criteria

  • Relevant degree
  • Experience working with meteorology, weather or climate observation would be an advantage
  • Previous work experience with related government agency will be an added advantage
  • Experience with resilience and adaptation models and other developmental approaches that emphasize vulnerable livelihoods.
  • Relevant experience with UN agencies, especially FAO.
