Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The post is located in the FAO Representation in the Islamic Republic of Iran (Tehran). All FAO-Iran employees shall follow the UN work week which is from Sunday to Thursday and holiday schedule.

Reporting Lines

Under the direct supervision of the FAO National Project Officer and overall supervision of the FAO Representative, the incumbent will perform the tasks described below.

Technical Focus

The National Pest Management Consultant works closely with the National Project Director (NPD) and National Project Coordinator (NPC) in the FAO-Iran office and a wide range of Government officials, with central units and external project stakeholders and divers international and national consultants, performing as the national technical leader on pest management and monitoring interventions of FAO-Iran office and also contributing to the desert locust controlling programmes and strategies (Project\: Urgent action for capacity building to control desert locust infestation in the Islamic Republic of Iran-TCP/IRA/3801 (E)).

(S)he will be assigned to undertake the following duties and responsibilities\:

Tasks and responsibilities
  • In close collaboration with FAO experts, contribute to the development of strategic frameworks and reports mentioned in the project document.
  • In close collaboration with FAO experts, conduct training workshops as required.
  • Maintain regular contact with the nominated official from the Plant Protection Organization (PPO) of the Ministry of Agriculture Jahad (MAJ) and close consultation with the national counterparts to ensure a more effective management of the pests.
  • Encourage and ensure the timely and accurate reporting of the Desert Locust situation on a regular basis by PPO, including the optimal use of digital reporting tools in the field.
  • In close consultation with PPO, use a Farsi version of the FAO Desert Locust Master Training kit to enhance the capacity of five Iranian experts as Master Trainers.
  • Oversight trainings at national level and as per the project document in the affected areas, and provide technical support to Master Trainers for conducting the workshops at provincial level and develop training reports accordingly.
  • Study the lessons learned from desert locust management at global level and encourage PPO to employ the best practices for monitoring and controlling the desert locust infestation in Iran.
  • Draft the requisite technical specifications for the items which needs to be procured under the above-mentioned project. The draft technical specifications shall be validated at the inception phase of the projects with relevant national experts and stakeholders
  • Monitor all chemicals used within this project and check with FAO-HQ/RAP to check if all mentioned chemicals are in line with Rotterdam Convention and ensure that FAO/WHO safety measures are applied in using chemicals.
  • Consolidate all lessons learned from the above-mentioned project and develop a final report based on the findings within this project. Draft a comprehensive guideline on Sustainable and Integrated Desert Locust Management in Iran in collaboration with relevant technical experts at FAO HQ.
  • Prepare project task force meetings and meetings with national project partners.
  • Coordinate the task force field missions including ensuring timely visa acquisitions, required documentation, and necessary correspondences with national and international experts, consultants and stakeholders.
  • Coordinate the project documentation, including archiving of project-related databases and reports, and translations into English of critical documents, reports and data sources requiring review and analysis; ensure accessibility of the project documents to the project task force
  • Coordinate with the Project Officer to ensure timely provision of inputs for administrative personnel, financial services, technical support services, equipment/supplies and other needs related to project operations.
  • Prepare timely correspondences between FAO and project partners related to the project implementation, and ensure they are translated into the appropriate language
  • Participate in project-related meetings and ensure meetings minutes and documents are produced , disseminated and archived appropriately
  • Coordinate the drafting of meetings and missions reports and coordinate their preparation and dissemination to the project task force and to partners as required
  • Assist the Project Officer in monitoring the progress on the implementation of the project workplan and, where necessary, identify corrective measures to overcome operational constraints.
  • Assist the Project Officer in the preparation of Implementation Reports (QPIR), delivery reports and any other periodic and ad hoc reports and ensures their timely submission to project management including FAO-M&E Unit.
  • Participate in field missions, as required and support project task force during field missions with required translations between non-Iranian task force experts and national counterparts.
  • Assist the Project Officer in updating the required reporting of data/documentation in the Field Programme Management Information System (FPMIS) for the project.
  • Close collaboration with the FAO Communications and Advocacy Unit to ensure comprehensive advocacy, visibility and required media coverage of the project is made.
  • Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in Plant Entomology, Plant Protection or a related field.
  • Minimum 10 years’ experience in monitoring and management of Desert Locust or similar pests.
  • National of the Islamic Republic of Iran.
  • Working knowledge of English and Persian.

Technical/Functional Skills

  • Knowledge and familiarity with institutional, policy and regulatory frameworks of national entities engaged in pest management.
  • Ability to interact tactfully and effectively with multiple institutional actors in diverse sectors and at diverse levels, to communicate messages and to promote dialogue.
  • Experience in implementing Desert Locust Control/Monitoring and IPM projects.
  • Proven capacity to conduct fieldwork and ability to work in teams and establish working relationships central and local government institutions and civil society organizations.
  • Good command of computer skills (MS Word, Excel, Power point, Internet).
  • Proven communications skills
  • Relevant working experience in Integrated Pest Management (IPM).
  • Good organisational capacity and teamwork skills.
