UNICEF Private Fundraising and Partnerships (PFP) is seeking a Policy Specialist to transform our private sector fundraising guidance to regulatory content that is accessible and clear to our offices.

UNICEF’s Division of Private Fundraising and Partnerships (PFP) maximizes income and influence from the private sector (individual supporters and donors, philanthropists, foundations and corporates) to deliver results for children through fundraising, engagement and partnerships. In order to do, it provides policies, procedures and guidance to UNICEF country offices and National Committees to maximize these efforts in efficient and effective ways. This is done through UNICEF’s Regulatory Framework (RF). PFP is in the process of adopting UNICEF’s RF, which includes transitioning its regulatory content to the RF and updating/streamlining the historical content.

Purpose of the Job:

The incumbent will serve as PFP’s regulatory framework focal point, leading the transition of PFP’s regulatory content to the organizational Regulatory Framework. As a result of the incumbent’s work, PFP’s regulatory content life cycle is efficiently and effectively managed and PFP regulatory content is relevant, timely and accessible to staff allowing them to make risk informed decisions. 

Incumbent required to exercise judgement and offer guidance and capacity development to PFP ‘business owners’ on writing and publication of regulatory content. This includes change management approaches for PFP teams to adopt organizational writing techniques and publication processes.

Staff member is required to be familiar with regulatory content across the organization in order to make linkages across PFP documents and promote consistency and consultation across UNICEF. Incumbent is expected to understand fundraising mechanisms, risks and inter dependencies in order to draft substantive private sector fundraising standards, procedures and guidance.

How can you make a difference?

Main Tasks:

  1. Reconstruct the current content of PFP regulatory content into the organizational template as drafts for the business owner to perform the edits to bring content up to current practices. This includes re-drafts on iterative versions, ensuring documents continue to tell a cohesive, clear story.
  2. Draft operational PFP regulatory content in key risk areas, as assigned. This would include research on relevant issues in order to mitigate related risks and consultation with subject matter experts and relevant field staff.
  3. Build capacity of PFP regulatory focal points. PFP teams will understand the regulatory content drafting and publication process, engage with O&F at conceptualization, write content in the organizational voice and consult with all relevant stakeholders.
  4. In the context of transitioning the PFP content, maintain PFP’s regulatory content inventory, leading relevant focal points on scheduled transformations and migration of content to organizational library. This includes administration of publication, e.g. ensuring relevant links to regulatory content on the PFP intranet are updated as needed.
  5. In order to inform current drafts in transformation, manage the PFP consultation process for both drafts circulated by other Divisions for PFP comment and formal circulation of drafts of PFP content with the Regulatory Framework focal points. This includes identification of linkages across other regulatory content to ensure consistency across the organization and that all appropriate stakeholders are identified, as well as satisfactory resolution to comments provided.

Deliverables:

  • All of PFP’s regulatory content (policies/procedures/guidance) will be current, relevant and accessible to UNICEF Country Offices.
  • All of PFP’s subject matter experts will be knowledgeable on UNICEF’s organizational regulatory framework and will actively and regularly engage with O&F on it’s content pipeline, having fully adopted the framework’s processes.

Education:

  • An advanced University degree in business administration, public affairs, international relations, social sciences, or other related disciplines is required.

Experience:

  • A minimum of eight years of relevant professional experience is required. UN experience is an asset.
  • Specifically looking for skills in policy writing. Other writing areas are acceptable to demonstrate ability to write technical content in digestible format.
  • Knowledge of UNICEF or PFP business would be an asset.
  • Excellent communication skills.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relations within the organization.

Language Requirements:

  • Fluency in English. (Advanced proficiency in English, both written and oral.)
