Internal candidates

ORGANIZATIONAL CONTEXT:

The incumbent will work under the direct supervision of a Senior Officer and the technical supervision of an ICT Officer at Sub/Branch/Regional office level.
The incumbent may play a supervisory role in overlooking the day-to-day activities of the Telecom operators in the offices in the area of coverage. H/She has working relationships with UNHCR staff members in the office and other offices within the country of assignment as well as with staff of UN agencies and other UNHCR partners within the zone of operation to exchange information and to provide assistance.

FUNCTIONAL STATEMENT:

- IT and Telecoms incidents are resolved.
- The required/ requested technical support is provided in a professioanl manner.
- The network (LAN) is properly maintained.

Responsibility (process and functions undertaken to achieve results)

1. Assist the office in implementing set standards for applications that meets the needs of the users and supports the overall Information and Communication Technology.
2. Monitor and maintain the LAN, Network Servers, Routers, Printers, LAN Points, Switches, Patch  panels, Access points, HF and VHF bases, HF and VHF relay stations, Satellite Modem¿to prevent faults occurring.
3. Carry out missions for new installations and routine maintenance tours of ICT equipments.
4. Ensure that ICT problem recovery is done as quickly as possible and make regular system back-ups.
5. Assist with the installation of the software packages, basic repair/maintenance of computer hardware, HF and VHF equipment.
6. Train UNHCR staff on email system, utilization of VHF handhelds, telephone system.
7. Add and remove users from the Networks.
8. Maintain the inventory of ICT equipment and keep track of movements of ICT equipment.
9. Draft mails and memoranda on ICT matters.
10. Assist in the drafting of technical documentation on radio equipment operating procedures
11. Certify invoices and delivery notes and pass for payment.
12. Evaluate needs for upgrading and eventually replacing ICT equipment in the field, to meet with UNHCR standards.
13. Select the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted.
14. Carry out administrative duties, within the area of competence as assigned.
15. Perform other duties as required.

Authority (decisions made in executing responsibilities and to achieve results)

- To decide on appropriate resolution to incidents
- Escalating incidents where they cannot be resolved at the office level.

MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCES:

Completion of Secondary school or equivalent technical school with training/certificate in Telecommunication and Information Technology
Minimum 6 years of previous relevant experience in the ICT field
Fluency in English and working knowledge of another relevant UN language and/or local language
In offices where the working language is not English, fluency in working language of the duty station and working knowledge of English.

REMUNERATION

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 6.697 and TRY 8,409  depending on relevant experience, dependency status and language proficiency. ======================================================================================================== Turkey hosts the largest number of refugees in the world. According to statistics of the Ministry of Interior, as of December 2019 the number of refugees in Turkey reached 4 million individuals.
Syrians make up the largest number of refugees in Turkey with around 3.6 million individuals, followed by Afghans, Iraqis, Iranians, Somalis and other nationalities.
The ten provinces in South East Turkey under Sub-Office Gaziantep AOR host about 1.9 million Syrians across 10 provinces. According to the Ministry of Interior, 98% of this population live in the host community while the remaining 2% live in the temporary accommodation centres.
With the total of more than 454,000 Syrians registered under temporary protection, Gaziantep province is the largest refugee hosting province among the 10 provinces in South East Turkey.
The Government of Turkey leads the protection of and assistance to refugees and asylum-seekers in the country. UNHCR Turkey complements the work of the Government by supporting the inclusion of refugees into the national system, making the services known to refugees and strengthening their availability and accessibility. Hence engagement with local authorities in the provinces has been increasing. 
While large scale organized returns to Syria are not expected in the near future, UNHCR continues to monitor the voluntary nature of spontaneous returns, as well as population movement trends along the border.
Since late 2018, DGMM has taken up full authority for the registration and referral of asylum seekers of all nationalities in the country. Following UNHCR's phase-out from registration and refugee status determination, UNHCR engages in joint monitoring missions to monitor access to registration and to support the authorities in this regard.

ORGANIZATIONAL CONTEXT

Senior ICT Assistant is a technical position within the UNHCR operation. Direct supervision is exercised by ICT Associate. The incumbent implements the ICT operational plan in a well-defined geographical area and provides technical guidance to all staff. 

Senior ICT Assistant provides reliable and timely ICT services on the application and infrastructure of UNHCR standard ICT services in the Area of Responsibility (AoR), which is South-East Turkey operation. S/he receives technical guidance from Senior Regional ICT Officer or Regional ICT Officer responsible for all Telecom/IT infrastructure in the country in which the field or emergency operation exists.

WORKING AND LIVING CONDITIONS

Gaziantep is a (A) category family duty station.

Gaziantep is a city of approximately two million residents with a fairly high level of infrastructure. Health facilities, including hospitals with relatively high level of care are available locally.

Access to accommodation, supply and transport facilities is good. Apartments and flats are available and generally in good condition with working services as water, gas and electricity. There is an airport in Gaziantep with frequent flights to several locations in the country. Leisure and recreational facilities are limited but available and accessible.


SECURITY CONSIDERATIONS

The Region enjoys a relatively low crime rate. Compared with recent years, there has been a relative decrease in general criminality. There is no direct crime threat against the UN in the region.

Proximity to the Syrian border has led to a security sensitive environment in South East Turkey since the Syrian conflict began. The increasing involvement of parties to the conflict have worsened the situation, and the security levels in all of Turkey were raised in early 2016. Gaziantep duty station is Security Level 3. There are no known direct security-related threats towards the UN and its staff in the area though the security environment is prone to rapid changing.

UN staff in Gaziantep are advised to increase their precaution measures in general; good security awareness is needed by individual staff members.

Being settled outside of the South Anatolian Fault Line, the Region is exposed to a moderate threat of earthquake. The closing date of the Job opening is 10 April 2020.
