Reporting to the Head of Capability Programming Office, the main duties related to the two posts, each to be allocated to one of the two areas below, are:  (1) Planning o European Integrated Border Management: • Revise the Technical and Operational European Integrated Border Management (IBM) Strategy based on the Multiannual Strategic IBM Policy; • Support the implementation of European IBM and act as the main focal point for IBM to internal and external stakeholders. o Capability Planning: • Establish, implement and revise the process, methodology and procedure for capability development planning; • Capture overarching capability needs from internal and external stakeholders, taking into account e.g. Multiannual Strategic IBM Policy, Strategic Risk Analysis, Vulnerability Assessment, lessons learned, operational planning and research; • Establish and revise the Capability Development Plan (CDP) setting the medium to long term priorities; • Identify and program development actions and support subsequent budgeting.  (2) Capability Development o Capability Development Implementation: • Develop and revise strategic capability concepts and architectures defining, e.g., the purpose, scope, principles, framework, organisation, tasks and interoperability of capabilities and/or their components; • Develop and revise operational and tactical capability concepts, targets and requirements for the development actions; • Manage the implementation of development actions across all aspects of capability. e.g., personnel, training, research, innovation, equipment, logistics, safety and health. o Capability Insertion: • Support the insertion of the outcome of development actions in capabilities; • Monitor the impact of the development actions.
