OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia and Pacific Regional Bureau for Education, the direct supervision of Head of Project Office in Myanmar, the day-to-day guidance of the Senior Education Project Officer and in close collaboration with the "Strengthening pre-service Teacher Education in Myanmar" (STEM) project team, the Project Officer will support the curriculum development process for the new four-year pre-service teacher education degree programme in Myanmar.

Long Description
  • Provide technical inputs and oversee the development of the new four-year competency based curriculum of the Education Colleges (ECs) in close collaboration with the authors and curriculum core team members. This will include ensuring that aspects of inclusion and equity as well as education for peace and sustainable development are properly mainstreamed into all subject areas and that these are horizontally and vertically aligned;
  • Revise draft Years 3 and 4 learning outcomes on the EC subject syllabi based on the updated Years 1 and 2 learning outcomes on the EC subject syllabi, basic education subject syllabi, and inputs from relevant stakeholders such as curriculum core team members;
Long Description
  • Design and implement the piloting of the draft student teacher textbooks and teacher educator guides; and provide technical inputs to the development of continuous professional development (CPD) modules on preparing teacher educators to teach the new teacher education curriculum, in line with the national CPD framework for ECs and findings from the monitoring results of EC curriculum implementation. These modules include but are not limited to effective curriculum and materials development, effective training of adults and inclusive education;
  • Plan and facilitate curriculum development workshops and meetings to build capacity of the curriculum core team in drafting, reviewing and revising the student teacher textbooks and teacher educator guides; and lead the planning and delivery of training materials and programme for the implementation of the new teacher education curriculum;
Long Description
  • Provide timely advice to the project team and the Ministry of Education on ensuring the curriculum planning, development and implementation process is as effective, efficient and inclusive as possible and upgrading teacher quality through various pre-service and in-service teacher training approaches;
  • Work closely with the Senior Project Officer to coordinate with other development partners working in the areas of primary education and secondary education curriculum development, the Ministry of Education, ECs and the Universities of Education Board of Studies; and
  • Represent UNESCO in relevant sub-sector working group meetings and education coordination meetings among the project donors, the Ministry of Education and development partners.

REQUIRED QUALIFICATIONS

Education

  • Advanced University degree (Masters or equivalent) in Education or International Educational Development with specialization in educational policy, teacher education, curriculum development or in relevant fields. 

 

Work Experience

  • Minimum of 4 years of progressively responsible relevant experience in education development, of which at least 2 years acquired at the international level, including experience in teacher policy and/or curriculum development.

Skills and competencies 
•       Strong knowledge and technical expertise in curriculum development and teacher education;
•       Excellent analytical and research skills.
 

Languages
•       Excellent knowledge in English. 

DESIRABLE QUALIFICATIONS

Education

  • PhD or Master’s degree with specialization in teacher education or international educational development;

 

Work Experience

  • Relevant experience working with education systems in post-conflict and post-disaster countries;
  • Experience in working with UN partners, including UNESCO National Commissions, Ministries of Education, UN agencies, inter-governmental organizations, development banks, teacher education and higher education institutions, and civil society organizations on similar teacher education reform projects;


Skills and competencies 

  • Knowledge of UNESCO’s education conventions and global priorities and UN administrative procedures;


Languages

  • Fluency in another UNESCO language.
