Overview

The Field Operations Director will provide programmatic leadership and set country priorities for a Global Health Security Agenda (GHSA) project that will be implemented in multiple countries across several regions. The project aims to improve prevention of avoidable epidemics including naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens; improve ability to rapidly detect threats early, including detecting, characterizing, and reporting emerging public health threats; and respond rapidly and effectively to public health threats of international concern. This includes strengthening the capacity of national laboratory systems, surveillance systems, human resources, and emergency response operations. The project will operate over an anticipated five-year period.

The Field Operations Director will oversee country teams implementing core activities and direct technical assistance and capacity building support to country-level GHSA programs. S/he will also work closely with program implementation teams to ensure project resources are applied appropriately (e.g. human, financial and materials). Responsibilities include supervising program management staff, overseeing annual work planning, implementation and reporting of project activities, management of projects as required and managing human resource systems country projects. The Field Operations Director will be based within the Jhpiego, Baltimore office or in a regional office in Sub-Saharan Africa and international travel will be required.

This position is contingent upon award from CDC.

Responsibilities

  • Provide programmatic leadership and set priorities for programs in collaboration with the Project Director and country teams
  • Develop and maintain excellent relationship with CDC and international, regional and national GHSA stakeholders to promote country-level buy-in projects
  • Directly manage and oversee the work of Country Program Managers in target countries
  • Supervise country-level project planning, implementation and management, ensuring the project’s coherence and administrative and financial integrity
  • Develop timely, accurate and appropriate reporting of project activities and results to the Project Director, including progress and annual reports
  • Ensure high-quality program implementation across each region/country
  • Closely monitor country office activities, identify challenges and develop appropriate and sustainable solutions with guidance from the Project Director and other staff
  • Identify and implement business process enhancements to facilitate effective and efficient operations
  • Collaborate with project heads to ensure smooth interfaces between in-country project teams and HQ-based teams, including HR, Finance, IT, Communications and legal
  • Facilitate the development of program and technical strategies, annual work plans and regional/country office budgets and ensure integration of program and financial reviews of expenses in line with workplan.
  • Coordinate all human, material and financial resources to ensure successful implementation of the project.
  • Represent Jhpiego and the project in matters pertaining to the execution of program-related activities at the regional/country-level
  • Provide oversight and ensure appropriate support and preparation for training activities, travel and procurement that may be required by the country office staff for implementation of project activities
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals
  • Provide oversight to all human resources and security functions
  • Ensure compliance with Jhpiego and Johns Hopkins University operational policies and regulations
  • Maintain productive and consistent communication with project and technical staff.

Required Qualifications

  • Advanced degree in public health, health administration, international health or a related field;
  • Previous experience serving as COP/project director or DCOP or senior level management
  • 7+ years' experience successfully managing large US government, multi-partner, multi-year health and/or capacity development projects (~$25 million) in developing countries
  • At least 5 years’ experience in managing global health security, infectious disease prevention, outbreak response activities, preferably in a developing sector.
  • Demonstrated experience leading a capacity-building approach for local actors in the public sector, providing capacity building assistance at individual and organizational levels
  • Demonstrated experience with a mix of practical technical skills in GHSA topics, including surveillance, laboratory strengthening, emergency response operations, workforce strengthening
  • Demonstrated in-depth understanding of global health security, emergency response operations and International Health Regulations (IHR) frameworks
  • Demonstrated experience and knowledge in establishing project systems and leading project start-up and close-out
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Proven track record managing project teams based in multiple countries and ensure cross learning and fostering teamwork
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Proven track record using adaptive management and collaborating, learning and adaptive (CLA) frameworks
  • Excellent verbal, written, interpersonal, and presentation skills in English
  • Proficiency in Microsoft Office
  • Ability to travel internationally to project sites
