Communication for Development (C4D) Consultant to support the Social Protection Programme (APROSOC)

Scope of Work

Goal and Objective:  Under the general guidance and supervision of the Chief of Communication for Development Programme and in close coordination with the Social Policy team, the C4D Consultant will be responsible for the technical support on the implementation, monitoring and assessment of the APROSOC Communication for Development Plan which includes capacity building, behavior change communication and social mobilization interventions.

  1. Activities and Tasks: 

Design, monitor and support the implementation of Communication for Development (C4D) Action Plan for the MAS and Cash Transfer Programmes and aligned with Country Program 2020-2022 based on the findings of a KAP survey implemented in 2019 in the three target provinces, aiming at: (a) behavior change at individual and community levels; (b) social mobilization of civil society organizations; and (c) and increase community participation in these programmes.

  • Produce training materials and activities to build capacity of the various MAS and Cash Transfers actors at national, provincial, municipal and community levels.
  • Revitalize and/or develop community-based platforms to promote positive practices among caregivers.

  • Increase knowledge and promote positive practices through existing platforms and methodologies in the areas of nutrition/WASH + vaccination, birth registration, gender, responsible fatherhood and promotion of positive practices by the care service providers

Monitor and assess Communication for Development activities through field visits.

  • Produce and pre-test culturally relevant behavior change communication materials to ensure effective and efficient programme delivery at community level, including a toolkit for the Community social workers (activistas sociais). 
  • Report and disseminate communication research findings and programme results internally and externally.

Deliverables:

1. C4D Action Plan designed based on the findings of a formative research and approved by UNICEF (including chronogram, budget and M&E plan) Action Plan approved by UNICEF. 30 days month after the signature of the contract Included in the first payment

2. 6 C4D Micro plans review which includes capacity building actions developed for the targeted MAS and Cash Transfer municipalities. 6 C4D Micro plans reviewed and shared with UNICEF April- September 2020. Included in payment from April-September 2020

3. Organization of at least 12 meetings with external partners and UNICEF staff to implement 6 C4D micro plans on weekly basis     Reports on the implementation and details on the key decisions of the meetings from April 2020 to January 2021. Included in payment from April 2020 to January 2021

3. Implementation of M&E framework to assess C4D interventions, aligned with APROSOC M&E platforms M&E framework and monitoring tools approved Weekly reports from April 2019 to January 2021 Included in payment from April 2020 to January 2021

4. Support coordination and implementation of at least 1 capacity building activity every month in each of the targeted MAS and Cash Transfer municipalities. Capacity building reports and attendance lists April 2020 - January 2021 included in payment from April 2020 to January 2021

5. Support C4D programme to engage at least 1 community -based Organization per municipality to promote positive practices among caregivers. At least 1 Faith-Based Organization promoting key messages defined in the Action Plan on regular basis (demonstrated in the weekly reports, attendance lists or other related documents) April 2020 - January 2021. Included in payment from April 2020 to January 2021

6. Support production and pre-testing of at least 10 communication materials to ensure effective and efficient programme delivery at community level. At least 10 communication materials designed (content), tested and approved by UNICEF April 2020 - January 2021. Included in payment from April 2020 to January 2021

7. Prepare 4 human interest stories according to UNICEF standards 4 human interest stories on how the program is promoting positive practices in caregivers and other actors, submitted and approved by UNICEF April 2020 - January 2021. Included in payment from April 2020 to January 2021

8. Submit monthly progress report of C4D activities, capacity building, partnerships, results, coordination meetings with partners and monitoring indicators of C4D activities, according to UNICEF standards monthly progress report submitted and approved by UNICEF        April 2020 - January 2021Included in payment from April 2020 to January 2021

9. Submit final consultancy report. Final report submitted and approved by UNICEF until January 22, 2021 Included in the final payment

Payment Schedule

Monthly against approved deliverables by supervisor as follows:

1st. month: payment against presentation of activities chronogram report and progress report with Minutes of Meetings and Mission Reports.

2nd, 3rd, 4th, 5th,6th, 7th, 8th month: payment against presentation of Progress Report with Minutes of Meetings and Mission Reports.

9th month: payment against presentation of Final Report with Minutes of Meetings and Mission Reports.

Desired competencies, technical background and experience :

. University degree in Social Communication or social/behavioral sciences (Sociology, Anthropology, Psychology) with emphasis on participatory communication, IEC, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.

  • More than five  years progressively responsible work experience in the planning and management of social development programmes, including one year in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programs.
  • Proven experience in strategic planning, specifically in communication and social mobilization for human rights or/and children’s rights programs.
  • High ethical standards and understanding of sensitivities relating to children’s rights.
  • Fluency in Portuguese and English required.
