Unit Overview:

TheMobilityPartnershipFacility(MPF)isanEU-fundedinitiativecontributingtotheoperationalisation of the Global Approach to Migration andMobility (GAMM).TheMPF aims to strengthen the European Union (EU) dialogue and cooperation on migration and mobility issues by facilitating and forging partnerships with its main partner countries in this area.

MPF is built around four strands:

Operationalisation of Mobility Partnerships (MPs) and Common Agendas on Migration and Mobility (CAMM) Joint Declarations through targeted Actions (Strand A);

Creating added value through horizontal activities supporting MP and CAMM constituents and knowledge management (Strand B);

Sustainingpoliticaldialoguesandprocesses–thethirdphaseofthePragueProcess(StrandC);and Facilitation and upscaling of pilot projects in the area of legal migration with select partner countries (Strand D).

Job Description:

The Project Specialist is a specialised technical role responsible for the planning, development and implementation of activities within MPF and for the provision of specialised substantive expertise within the project.

The Project Specialist plans and organises project activities and administers project inputs in the assigned area of work ensuring that the activities are managed according to the approved project documentation,workplansandbudgets,andinlinewithICMPD´srulesandbusinessprocessesaswell aspartneranddonoragreements.S/heisresponsibleforatimelyachievementofhigh-quality outputs within the assigned area of work.Within her/his technical role and assigned area of work, the Project Specialist develops and maintains relationships with partners, beneficiaries and other stakeholders and plans, organises and supervises

the work of consultants and contractors ensuring high quality and timeliness of outputs. S/he

conceptualises, plans and prepares substantive project outputs and produces project content and

prepares donor and other substantive project reports. The Project Specials continuously assesses

achieved results for quality and impact.

TheProject Specialist contributes to planningoftheoverall directionoftheproject. Collaboratingwith

stakeholders, the Project Specialist contributes to the development of new initiatives and formulates

anddraftsconceptsandprojectdocuments.S/hecontributesto theimplementationoftheknowledge

management and communications processes of MPF.

The Project Specialist works under the supervision of the Senior Project Manager and in close

collaboration with other members of the project team as well as with other project teams across

ICMPD. In her/his area of work, s/he cultivates regular contacts with stakeholder organisations at the

working level.

Tasks and Responsibilities

1. Planning and implementation of activities:

Within the technical role and assigned area of work, plan and organise activities according to

project´s work plan ensuring the timely accomplishment of project outputs.

Initiate and implement corrective action when required.

Coordinate implementation of activities with project stakeholders and partners ensuring that

activities are carried out according to agreed work plan and other agreements. Actively guide

project partners on project implementation.

IdentifyprojectideasbyassessingtheemergingpolicydevelopmentsintheMPFpartnercountries

and at the EU level.

Oversee mobilisation, selection and management of consultants, goods and services, capacity

building and grants schemes for activities.

Plan and coordinate work of project staff, experts, consultants and contractors ensuring that

content and outputs are produced timely, according to project work plan and ICMPD´s quality

standards.

Design and formulate content and scope for meetings, workshops and other activities, identify

participants and resource persons.

Monitor and assess progress of project activities through missions, reviews and assessments.

2. Project administration and compliance:

Ensure that project activities within the assigned area are implemented in an efficient and cost-

effective manner in line with the project work plan.

Monitor compliance with ICMPD’s policies and procedures within the area of responsibility.

Ensure that administrative processes for mobilisation and management of consultants and for

procurement are carried out promptly and in accordance with ICMPD rules and established

business processes, and in compliance with donor rules as applicable.

Regularly monitor expenditures and disbursements to ensure that budget allocations are not

exceeded. Take corrective action as required.

2 Leadbudgetrevisionsasrelatestotheassignedareaofworktoadjustbudgettochangesinproject

work plan and allocate savings.

Ensure maintenance of project documentation electronically and on physical file.

3. Substantive contributions and provision of technical expertise:

Provide expertise and advisory inputs in the thematic field addressed by MPF.

Plan and coordinate processes for the production of project content (knowledge management,

communications, studies, policy papers, thematic/sector reports etc) by:

o Selecting instruments and methodology.

o Selecting experts.

o Reviewing, commenting and revising expert outputs ensuring adherence to ICMPD´s quality

standards

o Disseminating findings through presentations at workshops, meetings, events and through

website and academic publications, as applicable, as well as the MPF communication process

Analyse and formulate high-quality analytical inputs. Prepare briefs, background papers,

presentations, speeches. Coordinate preparation ensuring finalisation inputs.

Formulate inputs to internal and external project reviews and reports.

Review and assess project results and identify and record best practices/lessons learned.

Identify project ideas. Develop, formulate and draft new project concepts, proposals, work plans

and budgets.

Key Results:

Project activities in the assigned areaof work organised and implemented according to work plan.

Project inputs administered according to ICMPD´s rules and processes and donor requirements.

Project outputs related to area of work delivered in a timely and qualitative manner and in

collaboration with project stakeholders and partners.

Financial expenditures on activities level controlled and maintained within the budgetary limits.

Proposals for use of savings formulated.

Expertiseandadvisoryinputsprovidedinrelationtopolicydevelopment,projectideas,knowledge

management.

Projectcontentdefined,formulatedandproducedaccordingtohighestanalyticalandprofessional

standards.

Project achievements assessed and lessons learned generated.

Qualitative inputs to formulation of new projects formulated.

Incumbent Profile:

A minimum of 5 years of position-relevant work experience in implementation of projects in the

areas of migration, migration policy, cooperation between the EU and partner countries.

Substantive knowledge of migration issues.

Experience in management of stakeholder relationships.

Experience in knowledge management, communications, and monitoring and evaluation.

3 Supervisory experience and experience in management of experts and consultants.

Experience in management of project budgets.

Strong analytical, drafting and organisational skills.

Solid communications skills.

Professional training in project cycle management is an asset.

Corporate Qualifications

Experience in international context

Proficiency in (verbal/written) English, proficiency in a major EU language, Russian, or Arabic is an

asset.

Master´s degree related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP3 Grade, with an

annual net-base salary starting at EUR 53,280. Additional benefits include participation in the ICMPD

Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable,

dependent’s and mobility allowances.
