Principal Evaluation Specialist

The Principle Evaluation Specialist, under the authority of Director of the Internal Oversight Service (IOS) and the supervision of the Head of Evaluation, will assist the Evaluation Office’s efforts in providing evaluation driven evidence-based advice on improvement of UNESCO’s activities/programmes/projects as per scheduled IOS evaluation work plans.  

 

More specifically, the Principal Evaluator will be responsible for the Evaluation Office’s contribution to the evaluation of activities financed from regular and extrabudgetary sources.

 

In particular, the incumbent will: 

 

  • manage, coordinate and provide advice and the necessary methodological backstopping for internal and external evaluation activities.
  • oversee the implementation of evaluation recommendations and appropriate integration of lessons learned in programme activities of the Organization.
  • participate, as a team leader when appropriate, in the conduction of programme evaluations, the evaluation of projects, policies or cross-cutting themes financed from regular and extrabudgetary sources.
  • take part in performance /programme reviews related to regular and extrabudgetary activities and support the development of appropriate methodology and performance criteria.
  • be responsible for contributing to the management, coordination and maintenance of the Evaluation Focal Point network and for providing advice and backstopping to individual focal points and decentralized evaluation managers;
  • lead the communication of evaluation findings and recommendations in the most adequate format and via the most adequate channels to the different audiences, including intergovernmental bodies.   
  • contribute to the elaboration of performance indicators and measures during the preparation of its major planning and programming documents, and subsequent reporting.
  • contribute to continuous methodological improvements and the development of guidelines and procedures  to be applied by evaluators in assessing programmes results of activities financed from regular and extrabudgetary activities.
  • lead the design and update of training modules/guidance material and conduct practical training of Evaluation Focal Points, Field Office and  Secretariat staff members.
  • contribute to the improvement and management of the Organizations's knowledge repository of evaluation of regular and extrabudgetary activities.

Education

  • Advanced university degree (Masters' or equivalent) in social sciences, or closely related field. 

 

Work experience

  • At least seven (7) years of progressively responsible and relevant professional experience in programme and project evaluation of relevance to UNESCO’s programming and policy-making mandate.

 

Skills/competencies

  • Proven project/programme management and coordination competence.
  • Proven team coordination and management skills.
  • Proven ability to work independently and with minimum supervision.
  • Strong analytical and writing skills and ability to establish links between the Organization strategies and the achievement of the IOS objectives and to identify key issues and opportunities.
  • Good level of IT skills (MS Office, use and maintenance of database and tracking system, web-based applications).
  • Result-oriented approach and strong willingness to learn.

 

Languages

  • Excellent knowledge of English.
DESIRABLE QUALIFICATIONS

 

Education

  • Academic background in evaluation principles and practices with a particular emphasis on developing and monitoring performance indicators, theory of change and recommendations follow-up.

 

Work experience

  • Relevant experience acquired at the international level.
  • Experience in international relations and with current development and/or normative issues.
  • Experience or familiarity with one or more of UNESCO’s substantive sectors (Education, Culture, Sciences, Communication and Information). 
  • Familiarity with software packages for quantitative data analysis (e.g SPSS), qualitative data analysis (Nvivo) and data visualization (Tableau).
     

 

Languages

  • Good knowledge of French.
  • Knowledge of other official languages of UNESCO (Arabic, Chinese, Russian, Spanish).
