Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific. 

The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors. 

BRG Results Enabling Facility (BRG REF)

Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP. 

In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua. 

Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands. The support is part of an international climate mitigation initiative (UNFCCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation. 

In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.

As part of the BRG-REF programme, Peatland Restoration Agency of Indonesia (BRG) supported by UNOPS,  initiated an infrastructure project of building a working house / pondok kerja in Tanjung Leban Village, Bengkalis Regency, Riau Province. In addition, the project also sought to help the surrounding community by establishing tree seedlings or nurseries as an effort to revitalize the community land as well as teaching the community about the importance of revegetation on peatlands. The establishment of this working house and nursery is expected to facilitate the dissemination of research results by BRG, particularly in efforts to restore peatland and prevent forest and land fires. 

To support and supervise this infrastructure project, UNOPS is hiring for the position of Lead Civil Engineer.  



Functional Responsibilities

Duties and responsibilities

Under the general guidance of Country Manager, THOH Indonesia, and the Head of the Fund Management Office of the BRG-REF programme, the incumbent is responsible for:

The following  functional responsibilities:

Advisory services

  • Provide advice and coordination on all potential and ongoing infrastructure works;

  • Review and/or develop written Standard Operating Procedures (SOP) for all aspects and stages of infrastructures projects;

  • Review and, where appropriate conduct technical assessment for all planned infrastructure projects required;

  • Provide advice on feasibility, costings, timelines and requirements;

Technical Design and operations

  • Submit Design Briefs for all planned infrastructure projects including; conceptual designs, specifications, standards, budget estimates, timeframes and strategies for execution;

  • For all infrastructure projects approved to proceed, prepare Final Design documentation, including: Scope of Works (SoW), site information, budget, specifications, schedules, Bill of Quantities (BoQ), calculations and construction drawings;

  • Submit requisition for all approved infrastructure projects and coordinate with Procurement unit to complete the procurement process, including: development of relevant tender documents, evaluation of tenders and issuing of works contracts;

  • Implement quality controls (QC) procedures, to ensure all infrastructure projects are correctly initiated, managed, monitored, reported and closed in accordance with UNOPS policies and procedures.

Personnel Management: 

  • Oversight and Support to the technical team

  • Provide proactive performance management for all supervised personnel.

  • Ensure that behavioural expectations of team members are established 

  • Ensure safety and security for all personnel and comply with UNDSS standards

 Knowledge Building and Knowledge Sharing

  • Ensure that lessons learned and challenges are documented throughout the project stages and shared with the supervisor;

  • Ensure final reports and handover reports are completed on time and to the required quality;

  • Update and maintain project documentation and filing system;

  • Performs any other related duties as may be assigned.

Education/Experience/Language requirements

Education:

  • Advanced University Degree (Master’s Degree or equivalent) in Engineering in a relevant subject matter such as Civil Engineering, Structural Engineering, Construction Management or Architecture is required. First level University degree (Bachelor’s Degree or equivalent) in Engineering in the above-mentioned field with an additional two years of relevant experience may be considered.                    

Experience:

  • Minimum five years of relevant experience in engineering planning,  construction planning, construction management or related field in combination with Master’s degree is required. 

  • Prior experience in contract management is preferred. 

  • Experience in structural engineering and design review is an advantage

  • Experience with one or more engineering software applications (i.e: AutoCAD, SAP2000, Prokon, ETABs) is an asset

  • Experience in Google suite and particularly dashboard production using Google Data Studio is an asset

  • Experience in infrastructure in developing country context is an asset

Language:

●      Fluency in English and  Indonesian language is required. 



Contract type, level and duration

Contract duration: Four (4) months with possibility of extension subject to organizational requirements, availability of funds and satisfactory performance
