Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. 

Introduction

Large mixed migration movements continue to top the global political agenda, as reflected in the 2016 UN New York Declaration, and remain at the forefront of concerns, discussions and collaboration across the multilateral system and beyond. These movements create considerable challenges for countries of first asylum, transit and destination, as well as countries of origin, including through impact on socio-economic environments, such as labour markets of host countries, particularly where these may have already been under pressure and there is high unemployment.

In this context, the Government of the Netherlands has launched a new partnership initiative in 8 countries, including Egypt, aiming to build on the combined strengths, experience and values of specific development and humanitarian organizations to develop a new paradigm in responding to forced displacement crises. The partners include: the Government of the Netherlands, the International Finance Corporation (IFC), the ILO, the UNHCR, UNICEF and the World Bank. The Partnership aims to help transform the way governments and other stakeholders, including the private sector, respond to forced displacement crises – and in particular: (1) to enhance the enabling environment for the socio-economic inclusion of forcibly displaced persons (to mitigate their plight during years of exile and to best prepare them for their return); (2) to enhance access to education and child protection for vulnerable children on the move; and (3) to strengthen the resilience of host communities through inclusive socio-economic development that also benefits forcibly displaced persons.

Description of Duties

a. Administrative Clerk functions

Assist the Programme Admin Finance Assistant to:
•Ensure regular flow of the project communication activities by collecting, and storing documentation, information and correspondence.
•Maintain and update the inventory records of the project assets.
•Make travel arrangements, hotel reservations and type travel authorization forms, UNDSS security clearances.
•Make arrangements for the procurement and receipt of office and project supplies and equipment.
•Provide assistance during meetings, seminars and/or workshops.
•Perform other duties as assigned by the supervisor.

b. Driver functions:

•Drive Project vehicle for official purposes.
•Responsible for the day-to-day maintenance of the assigned vehicle and keep records of use of vehicle, daily mileage, gas consumption, oil changes, and other services.
•Ensure that the steps required by rules and regulations are taken in case of involvement in accident.
•Collect and deliver mail, pouch, documents and other items for official purposes.
•Meet official personnel at the airport and facilitate immigration and customs formalities.
•Ensure timely arrangements in case major repairs of the assigned vehicle are needed.
•Ensure that all required documents including vehicle insurance, logs, and fitness are available and updated.

Required qualifications
Education

Completion of primary school education. Valid driving licence with knowledge of driving rules and regulations and skills in minor vehicle repair.

Experience

Two years` of general clerical work experience, Record keeping and processing of information and basic knowledge of report writing.

Languages

Excellent knowledge of Arabic and English languages.

Competencies
  • Proven ability to use word processing software and email.
  • Ability to use other software packages required by the work unit.
  • Proven typing abilities.
  • Knowledge of office administrative procedures and of clerical practices.
  • Knowledge of in-house procedures for the preparation of documents and administrative forms, and for the use of filing systems.
  • Ability to reply in an appropriate manner to work related inquiries.
  • Ability to work in a team.
  • Ability to organize own work.
  • Ability to evaluate correspondence and inquiries for best course of action.
  • Ability to obtain services from other work units inside or outside the office for completion of tasks.
  • Previous experience working in an NGO or a Community Development Association.
