Organizational Setting and Work Relationships
UNHCR has a multi-billion US dollar annual budget, with most of its income dependant on voluntary contributions. As the UN agency for refugees dealing globally with humanitarian emergencies often unpredictable, UNHCR's capacity to plan and allocate resources in a prioritised, targeted manner for maximum benefit to the most vulnerable persons of concern, is of paramount importance.
DSPR consolidates functions related to strategic planning, budgeting, resource allocation, monitoring and reporting, as well as results management. The Division¿s mission is to guide and support strategic planning, including multi-year multi-partner planning; budgeting; ensure simplified, evidence-based and coherent annual planning and resource allocation; strengthen results-based management and reporting/analysis on impact and outcomes; and strengthen partner management and monitoring. This Division, first and foremost, will reinforce UNHCR in its planning and results-based management while supporting the Organization¿s commitment to devolve greater planning, budgeting and resource allocation responsibilities to Bureaux and country operations. The Division will need to simplify processes and systems; develop tools, guidance and normative frameworks that are more user-friendly; provide predictable and useful support to the Field; and ensure organizational coherence in achieving corporate strategic priorities.

The Division is composed of three main services:  (i) the Strategy Development and Programme Planning Service (SDPPS); (ii) the Annual Review and Budget Analysis Service (ARBAS); and (iii) the Implementation Management and Assurance Service (IMAS). 
IMAS is mandated to guide and support the implementation and programmatic management of UNHCR¿s activities and outputs in all country operations, whether implemented directly or with partners. 
IMAS is headed by a D1 and comprises two Units--the Operational and Partnership Management Unit (OPMU) and the Quality Assurance and Systems Coordination Unit (QASCU). The Head of the OPMU will manage two teams.

The system developed by the Service, in close collaboration with technical leads in Divisions and Bureaux will enable operations to plan and manage outputs and deliverables and to support annual and multi-year planning with evidence, analytics and data.  Working with a small team, the incumbent will also support other Divisions, in particular the Division for International Protection, to operationalize UNHCR¿s protection priorities.
This Unit will be responsible for designing and delivering technologies, processes and tools that enable effective monitoring of activities delivered and outputs against annual and strategic plans.  The OPMU will be responsible for ensuring the tools and technologies for assessment, targeting and monitoring, as well as for partner and project management are simple and effective. In developing such tools, technologies and processes, inter-agency and joint efforts, and those related to the Grand Bargain will be essential.  Amongst other things, the incumbent will work closely with the Head of IMAS in reforming the Framework for Implementing through Partners to reflect the objectives of the Division to move towards multi-year strategies and plans and more effective results at the impact and outcome levels for refugees in coordination and collaboration with relevant Government and non-Government actors. 

The incumbent is expected to possess high level of proficiency, experience and knowledge in the areas of programme, project and partnership management, should be skilled in change management, with strong communication skills to liaise and coordinate with external stakeholders and other inter-agency actors and to have excellent level of team management and leadership skills, proven ethical practices and high level of inter-personal and emotional intelligence.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Support the supervisor in defining and articulating the vision and the strategic direction for the Service, its deliverables and accountabilities.
- Support the supervisor in reforming the Framework for Implementing with Partners to reflect the objectives of the Division to move towards multi-year strategies and plans and more effective results at the impact and outcome levels for refugees in coordination and collaboration with relevant Government and non-Government actors. 
- Provide a leading role in the development of a system for managing and overseeing the implementation of programmes, projects and Operations from both performance and financial perspectives, linking with other relevant systems including the RBM system, the Enterprise Resource Planning system and the Partner Portal. 
- Develop and institutionalize a common and shared system for assessment, targeting, monitoring and reporting, in line with the new RBM and data transformation strategy, as well as adapt these programmatic concepts to the new field realities in sync with UNHCR¿s decentralization and regionalization efforts.
- Ensure that adequate levels of innovation and automation are applied in developing tools and systems and in their implementation, ensuring that they are Field focused, interoperable and co-created with the internal and external stakeholders.
- Foster team building within the Service and across Divisions and Bureaux to promote sound deliverables, while supporting plans for capacity building at Headquarters, regional and country levels.
- Provide strategic guidance within the Division and to all other stakeholders (within and outside UNHCR) on applicable policies and strategies within UNHCR on subjects covered by the Division, providing clear outlines on the implementation and monitoring of these frameworks.
- Bring coherence and build linkages with partners within and outside of the Organization.
- Develop action plan and lead management change required for introduction, application and mainstreaming of the framework into processes related to the relevant services provided by the Division.
- Provide regular updates on team dynamics, existing or foreseen gaps (gap analysis) on UNHCR or stakeholders¿ performance and any other ethical matters that would impact the Division¿s image and deliverables.  
- Perform other related duties as required.

Minimum Qualifications

Years of Experience / Degree Level
For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Field(s) of Education
Business Administration, Social Sciences, Management, Programme Monitoring or other relevant field.

Relevant Job Experience
Essential:
Extensive knowledge and experience in assessment, monitoring and other aspects of programme management. Experience with inter-agency coordination systems and approaches in humanitarian response. Experience with project management and business process reengineering approaches, including Lean Six Sigma among others. A solid understanding of sound financial management practices. Extensive Field and Headquarter experience including working with complex partnerships and various stakeholders. Relevant awareness of political and operational complexity of UN operations.

Desirable:
Experience with indicators, measurement and monitoring approaches
Excellent knowledge of UN and UNHCR rules and regulations and of the compliance and accountability framework.
