ORGANIZATIONAL CONTEXT

This position is located in the WFP Zimbabwe Country Office. Under the overall supervision of the Head of Programme and the job holder reports to the Activity Manager for Lean Season Assistance (LSA). The incumbent will provide support for effective coordination and implementation of the Lean Season Assistance Programme as well as offer specialized support to a full range of policy and programme activities to meet the objectives of CSP Activity 1.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.  

KEY ACCOUNTABILITIES (not all-inclusive)

Prepare the Monthly Food Release Note and submit for approval by management.

Assist the activity manager in the development of the annual LSA Response plan in consultation with the B&P unit.

Assist the activity manager in the development of LSA Resource utilization plan

Ensure accurate entries of LSA distribution data in COMET and perform reconciliation of output data recorded in COMET with LESS in consultation with the Supply Chain focal points.

Support the capacity building of WFP staff, cooperating partners and national government for effective implementation of the LSA.

Review and update LSA implementation guidelines for sharing with different partners.

Prepare budgets and workshop material for LSA inception workshops.

Participate in the review of Cooperating Partner (CP) proposals and Budgets for implementation of LSA and prepare Technical Review Committee (TRC) minutes.

Create partnerships and FDPs in Comet in consultation with the focal person for COMET in the Country Office.

Create interventions and distribution cycles in SCOPE in consultation with ICT unit.

Assist the Activity manager in developing funding proposals in liaison with the B&P and DRCR units.

Track the utilization of food commodities and cash for CBT in liaison with Supply Chain, CBT team and B&P.

Draft monthly and weekly programme implementation updates.

Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Completion of a post-secondary qualification in the related functional area.  A degree in in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field will be a distinct advantage.

Knowledge of food security and livelihood assessment conceptual frameworks.

At least 5 years experience in implementing, monitoring and reporting on food and cash assistance programmes, working in data management systems, working in emergencies and facilitating meeting with stakeholders and community members. 

Must have training and/or experience utilizing computers including word processing, spreadsheet and other software packages

Fluency (level C) in English language and Shona and/ or Ndebele.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Excellent computer skills, including word processing, spreadsheets, and other standard software and systems;

A good understanding of WFP policies, rule, regulations and procedures as they relate to implementation of the Lean Season Assistance; time management and ability to prioritize;

Good negotiations and planning skills.

Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems.

Ability to work with minimum of supervision; to supervise and train support staff;

and to work effectively with people of different national and cultural backgrounds
