ABOUT WFP

WFP’s South Sudan operation aims to provide life-saving assistance to 3 million people displaced and affected by conflict and acute food insecurity through food distributions and blanket and targeted supplementary feeding to prevent and treat acute malnutrition.

A further 1.1 million people are assisted through a focus on refugee populations and areas in the country that are more stable, where opportunities exist for transition and recovery activities: blanket and targeted supplementary feeding to prevent and treat acute malnutrition, food assistance for assets (FFA), cash based transfers (CBT), school meals and Purchase for Progress (P4P).

Specifically, WFP is seeking technical leaders and managers: people who can demonstrate that they possess the right mix of qualifications, skills and experience to drive WFP programmes to a higher level of effectiveness with consideration to the populations we serve.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

Based in specific duty stations at this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.  

JOB PURPOSE

In January 2018, a key finding of the Integrated Food Security Phase Classification (IPC) concluded that South Sudan is dealing with an unprecedented level of hunger, with estimated 7.1 million people or almost two-thirds of the total population in need of assistance, including 155,000 people who would likely face catastrophe (Phase 5) level food insecurity without humanitarian assistance during the height of the lean season (May-July 2018).

Considering the IPC findings, coupled with a comprehensive review of WFP field operations across fifteen field offices, WFP South Sudan has identified a significant programme management gap. This set of vacancy announcements is part of a major recruitment exercise to fill the identified gap and by doing so ensure that WFP is fully prepared for the challenges that lie ahead. 

Activity Managers are responsible for managing specific types/areas of WFP programme activities. WFP are seeking people with deep technical experience in the following areas: assessing vulnerable communities, cash programming, emergency operations, food assistance for asset creation (e.g. pit latrines, vegetable gardens, wells), gender, monitoring, nutrition, partnership management for project implementation, protection, and school meals.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.
2. Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
4. Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
6. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area.
8. Act as an escalation point for complex query resolution on all matters within the area of responsibility.  
9. Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

Assessing Vulnerability: excellent analytical skills on qualitative as well as quantitative analysis, survey design, preparation of concise and quality reports.  In addition, technical capacity on lading assessments including market assessments and rapid assessments in various field locations is essential.  A sound knowledge of Integrated Food Security Phase Classification (IPC) analysis and Food Security and Nutrition Monitoring System (FSNMS) in South Sudan is highly desirable.

Cash programming: cash assistance experience, urban programming, funds management, registrations processes, poverty reduction approaches

Emergency response: assessing planning and implementing emergency response, providing oversight to drive a timely response, significant experience of applying community based targeting techniques.

Community Asset Building: implementation and monitoring of projects around natural resources management, livelihoods and community asset; e.g. rehabilitating land, creating water conservation systems, improving food production, water harvesting, soil conservation and natural resources management.

Gender and Protection: understand gender dynamics in relation to food assistance; ensure protection concerns are integrated into the project management cycle, coordinate formulation of Project Management Committees; Clear understanding of the importance of adherence to protocols around privacy and confidentially. 

Monitoring: sample populations in a representative manner; understand the differences between outcome and output; design questionnaires that will measure indicators for outcome and output; understand common signs of data manipulation, data cleaning measures; should be skilled in interview techniques, including focus group discussions and in-depth household interviews.

Nutrition: field based experience of nutrition programming; ability to drive synergies across nutrition activities with WFP partners and other nutrition programmes e.g. linking outpatient therapeutic programmes with targeted supplementary feeding programmes; linking blanket supplementary feeding programme with general distributions; drive synergies within WFP programmes e.g. ensure nutrition sensitive approaches across WFP programme activities.  Track nutrition commodity, and related tools to ensure continuity of supplies with WFP partners; oversee monitoring of nutrition activities, mapping nutrition sites and identifying areas of unmet need, support other nutrition related activities such as HIV/AIDS and TB strategy and de-worming activities.

Partnerships: negotiation of field level agreements and budgets with WFP cooperating partners, in collaboration with programme technical units, track and analyze WFP partners reports and performance appraisal. Oversee CP invoicing processes.

School Meals: implementation experience of a school feeding programme; preparation of operational plans; identifying opportunities for synergies to enhance positive impact among beneficiaries; provide recommendations for consideration to the CO technical unit on field appropriate approaches; work alongside WFP partners providing where necessary technical support and oversight.
