Organizational setting\:
The main aim of the FAO country offices, which are headed by an FAO representatives, is to assist governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organizes in three main units\: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.
The Accountability to Affected Population Assistants (AAPs) will be based in following hubs\: Yambio, Bor, Kuajok, Juba, Bentiu, Torit, Pibor, Abiyei, Maban, Aweil, Rumbek and wau.
Reporting Lines\:
Under the overall supervision of Head of program, direct Administrative supervision of the Head of field offices and supervision of the Gender Officer, The AAP Assistants will be based in Yambio, Bor, Kuajok, Juba, Bentiu, Torit, Pibor, Abiyei, Maban, Aweil, Rumbek and wau. She/he will be responsible for all the AAP and Gender related work at the field level.
Technical Focus\:
Work with M&E team in close collaboration at field level to ensure all grievances registered during PDM are captured in the AAP date base, analyses and responded to appropriately and timely manner.
Tasks and Responsibilities\:
The incumbent will carry out the following specific tasks\:
  • Form and train Accountability committees at Boma levels within his/her area of operation
  • Collect feedback and complaints from FAO beneficiaries through feedback desks and suggestion boxes, compile and submit the feedback and complains to the helpline operator and communicate to the beneficiaries responses from the technical team.
  • Work with FAO’s implementing partner to ensure feedback desks and suggestion boxes are available at all FAO project sites
  • Create awareness within the local community on FAO Accountability Commitments and Feedback mechanisms
  • Ensure that FAO beneficiaries are served with dignity (convenience and protection issues must be considered)
  • Support implementing Partners during information provision to ensure the right information on inputs is provided (type, quantity, targeting, voucher value etc.) using Mega Phones, Visual Aid and in language familiar to them.
  • Ensure in all location a safety and security assessments is conducted and report submitted to the Gender officer.
  • Create awareness on GBV referral pathways among FAO beneficiaries on in order for to be able to report any GBV related to FAO support.
  • Work with the M&E team at field level to ensure all grievances registered during PDM are captured in the AAP date base, analyses and responded to appropriately and timely,
  • Support implementation of FAO’s prevention of sexual exploitation and abuse (PSEA) work plan, together with PSEA National and field focal points.
  • Follow up with local radios stations to ensure FAO Public Service Announcement (PSA) are broad casted in appropriate times.
  • Ensure FAO Visibility items are clearly displayed at distribution and ITF points - AAP banners, FAO banners
  • Represent FAO in field technical working group on protection, GBV and gender and coordinate with other protection actors in their location to understand the protection needs of beneficiaries.
  • Support any Gender related work at the field level upon training on FAO Gender mainstreaming.
  • Perform other duties as requested by the supervisor


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Minimum of a Diploma/Bachelor in animal health /production, rural development, agricultural science/economics, social sciences, social work or related field. Possession of a University degree in any of those fields will be an advantage.
  • At least two years of experience in facilitation of training at community level is an asset.
  • Must be a South Sudan national.
  • Working knowledge of the English language and local languages.

Technical/Functional Skills
  • Ability to effectively use standard office software, such as MS Office (Access, Word, Outlook, Excel, PowerPoint).

  • Experience in community based development and participatory approaches and in particular people-centered approach in communicating, creating awareness, and monitoring of projects and activities from a Gender Lens.
  • Exhibits awareness of overall Accountability to Affected population governance structure.
  • Demonstrated field experience in the implementation of Humanitarian and development projects
  • Good interpersonal skills and ability to work with others including FAO colleagues, partners, authorities and beneficiary communities.
  • Ability to work in rural and remote areas with minimum supervision.
