Overview of position
In several countries, the lack of experience in outbreak management, poor IPC standards and gaps in specific technical expertise are leading to slow and inadequate preparedness and response causing thousands of healthcare workers infected, increase number of people ill and an irrational use of PPE.
In order to strengthen the global preparedness and response, our client would like to make available and share with State Members its inhouse specialized expertise and technical knowhow moving the support to countries level. In the context of client Health Emergencies incident management system, the incumbent will have the responsibility to support the health logistic expert deployed in the field according to the ‘’Operational Support for the COVID-19 Preparedness, Readiness and Response’’ frame as per table underneath.
Countries, MoHs, authorities, following a needs assessment, will be able to request specific support according to the epidemiological scenario identified at country or regional level. The Health Logistic Expert will provide to the Helpdesk Officer all needed technical information, according to the specific request received, to allow a rapid construction/repurposing document project development. He/She will work in close collaboration with the Health Logistic Expert for all kind of technical drawing and construction proposal.

 
Role objectives
The Helpdesk Officer provides technical expertise to design and repurposed existing building into SARI facilities, advise construction process, materials and functioning in collaboration with the Health Logistic Expert. Technical areas include but are not limited to construction management, structural design and 3D modelling.
The Helpdesk Officer will provide support according to the specific support requests received from Ministry of Health, Country Offices and Authorities. The support request, based on details needs assessments, can be:

Strengthening early detection capacity and allow rapid implementation of containment measures, key steps to reduce the risk of amplification.

Rationalize used of PPE and reduction the consumption
  1. Technical report with recommendations and technical specifications, including:  3D drawings for screening/triage at facility level, COVID -19 community facility and COVID-19 treatment areas (i.e. includes construction material and ventilation system specification).
  2. Technical SOPs on screening, triage and patient management including IPC protocols, patient and staff’ flow, area identification, correct use and disposal of PPE, oxygen and ventilator management, ambulance transport, community care, home isolation.
Repurpose a hospital wards into a COVID-19 wards
  1. Technical report with recommendation and technical, 3D drawing for COVID-19 wards design; 3D drawing for potential extension (repurposing or new construction) including construction material and ventilation system specification.
  2. Technical SOPs on COVID-19 treatment center functioning including IPC protocols, patient and staff’ flow, area identification, correct use and disposal of PPE,
Repurpose a hospital or any other building into a SARI treatment center
  1. Technical report with recommendation and technical, 3D drawing for COVID-19 facility repurposing, including construction, ventilation system specification;
  2. Technical SOPs on COVID-19 treatment center functioning including IPC protocols, patient and staff’ flow, area identification, correct use and disposal of PPE;
Construction of a new COVID-19 treatment center
  1. Technical report with recommendation and technical, 3D drawing for new COVID-19 treatment center construction, including prefabricated solution proposal; 3D drawing for potential extension (repurposing or new construction) including construction material and ventilation system specification.
  2. Technical SOPs on COVID-19 treatment center functioning including IPC protocols, patient and staff’ flow, area identification, correct use and disposal of PPE;
Construction, repurposing of community facilities for mild and moderate cases.

    1. List of existing building for possible repurposing.
    2. Technical, 3D drawing to set up new COVID19 treatment center in identified construction sites, prefabricated option included.
    3. Technical, 3D drawing to repurpose existing building [one or two options] into a COVID-19 treatment center and community facilities.
    4. Supply chain surge plans.

Key competencies Competencies:
 Operationalization of Technical Expertise: Applies specialized and detailed technical expertise to guide structural and operational interventions. Officer must understand hazard emergency contexts, demonstrating knowledge of the international emergency response systems and disease outbreak environments.
 Communication: Expresses clearly in conversation and interaction with others. Produces effective written communications.

Functional Knowledge and Skills:
 Timely delivery of high-quality architectural designs and documentation in compliance with all relevant design codes and standards;
 Conceive, design, plan and construct models for new or modified structures, responsible for using computer equipment to draw lay out diagrams. [Coordinate and determine quantities and types of materials to be used in the constructions if needed];
 In close consultation with the Health Logistic Expert, lead consultations with the beneficiary Engineering Unit and other entities;
 In addition to preliminary conceptual plans, prepare detailed designs, floor plans, elevations, dimensions, sections and all installations, including heating, ventilation, air-conditioning, plumbing lay out and electrical wiring, all consistent with SARI facilities design requirements and expectations;
 Provide full technical specifications, Bills of Quantities and instructions accompanied by “issued for construction” drawings [upon specific request];
 Create and maintain engineering architecture documents including end-to-end design scenarios;
 Prepare Post Design Advice (PDA) in response to queries or issues arising during the construction phase;
 Assist the Health Logistic Expert in the preparation of regular design progress reports, budgeting and forecasting as required;
 Perform all other duties and tasks as requested, specifically on regarding the preparation of As-Built Drawings, Maintenance Manuals, Water and Sanitary CADD drawings, and electrical drawings.
 Delivery of full technical designs package and associated documentation in accordance with the work-plan;
 Maintain records, compile periodic reports and any specific reports required by client standard procedures;

Education Qualifications
A Bachelor’s degree in Architecture, Architectural Engineering from a reputable University with additional 2 years of experience in buildings design services maybe accepted in lieu of the advanced degree.
Comprehensive knowledge in computer software, particularly “AutoCAD” (latest Versions – 2009 and higher) is required.
Desirable
A Master’s degree in Architecture, Architectural Engineering from a reputable University with appropriate experience in buildings design services.
Experience
At least 5 years of experience in architectural works design and consultancy services of buildings construction for medium to large-scale construction projects in Jordan and/or the Middle East region.
Desirable: Experience in in developing countries. Prior humanitarian working experience at field level, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

Language & Other Skills
Excellent knowledge of English or French (depending on the country of assignment). Working knowledge of another official language would be an asset.
