Organization Setting and Reporting 
The United Nations Human Settlements Programme (UN-HABITAT) promotes socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. It is the lead agency within the UN system for coordinating activities in the field of cities and other human settlements. Through drawing together cooperation with committed partners, relevant stakeholders, and urban actors, including at all levels of government as well as the private sector, UN-HABITAT is applying its technical expertise, normative work and capacity development to implement the New Urban Agenda and Sustainable Development Goal 11 – to make cities inclusive, safe, resilient and sustainable.
UN-HABITAT Afghanistan
UN-HABITAT established a presence in Afghanistan early 1992.  The overarching vision of UN-Habitat’s work in Afghanistan is for prosperous, inclusive and equitable human settlements that reduce poverty and contribute to national stability and development. The mission of the UN-HABITAT Country Programme is to transform lives through enhancing access to urban land, housing and services, while making systems and institutions responsive to people’s views and needs.
UN-Habitat’s Country Programme Strategy 2016-2019 is focused on three thematic focus areas:
 
  • Planned and Well-Governed Settlements to enhance the government’s capacity to guide the development of human settlements in a participatory, equitable and accountable manner while ensuring access to basic services; 
  • Inclusive Settlements to improve access to affordable land and housing, services and infrastructure for all residents of human settlements with a focus on poor and female-headed households, including IDPs and returnees.; and 
  • Prosperous Settlements to contribute to towns and cities being hubs of economic activity that generate sustainable employment and enable residents  particularly the young  to acquire productive skills. 
  • Integral to each of these Focus Areas are cross-cutting issues of gender, youth, and development of national capacity, environmental protection and disaster risk reduction.

About MGSP:

UN-HABITAT rolls out a Municipal Governance Support Programme (MGSP), funded by EU in nine cities: Kabul (the capital); Herat, Jalalabad, Kandahar, and Mazar-e-Sharif (Grade A cities); and Farah (Grade B); and Bamyan and Nili (smaller but fast-growing and strategic cities). The Programme will support these eight municipal authorities to survey and register all properties within municipal boundaries (for Kabul: one districts/Nahia). This will improve land management (e.g. increase tenure security and reduce land grabbing) as well as significantly expand the potential tax base for municipalities. To facilitate the strategic and sustainable use of local revenues, the Programme will support municipalities to undertake strategic urban planning at municipal level to promote Local Economic Development (LED), stimulate investment and expand inclusive service delivery. The process will be driven by local stakeholders and focus on linking urban planning with finance (public and private investments) to ensure plans are realistic and actually implemented. As Afghanistan is rapidly urbanizing, such strategic planning is an essential tool for managing urban growth and expanding access to services in already crowded and largely-informal cities.

·  The Programme will also improve the enabling environment for municipal governance by providing technical support to central government-level authorities, including the General Directorate of Municipal Affairs (GDMA), the Afghan Land Authority (ARAZI), and Ministry of Urban Development Affairs (MUDA), to improve national policies, legislation and guidelines. 

 
 
Role objectives
Duties & Responsibilities:
Under the direct supervision of Operation Assistant/Team Leader, the incumbent of the post will perform the following duties:

a) Meet and monitor all visitors to the project office, to determine whether they should be granted admission to the premises.
b) Contact the appropriate technical or administrative staff regarding written or verbal requests for UN-HABITAT assistance.
c) On night shift, to ensure that the office premises, equipment and vehicles are secured.
d) Inform and maintain close contact at all times with the Security Officer concerning the security of the project office and the presence of the visitors on the premises.
e) Receive and deliver mail, parcels, pouches and other materials for the office.
f) Assist in the overall maintenance and cleanliness of the office premises.
